Hiring decreased by 10,5% in the first half of the year compared to the same period of 2015, but the hiring-termination balance is still positive.

In the first half of 2016, in the private sector, there was a balance between hirings and terminations of +516.000, lower than that of the corresponding period of 2015 (+628.000), but higher than that recorded in the first six months of 2014 (+423.000 ). These are the numbers of the Observatory on Precariousness published today by INPS. The annualized balance (ie the difference between hires and terminations in the last twelve months) in June 2016 is positive (+505.000). For open-ended contracts, the annualized balance as of June 2016 is +582.000.

THE DYNAMICS OF FLOWS

Overall, there were 2016 hires, again referring only to private employers, in the period January-June 2.572.000, with a reduction of 302.000 units compared to the corresponding period of 2015 (-10,5%). This slowdown only involved permanent contracts: -326.000, equal to -33,4% over the first half of 2015.

The decrease is attributable to the strong increase in permanent hirings recorded in 2015, the year in which these hirings could benefit from the complete reduction of social security contributions paid by the employer for a period of three years (bonus which this year is halved). The flow of changes to open-ended contracts was also down (-37%).

For fixed-term contracts, in the first six months of 2016, 1.808.000 new hires were recorded, in line with 2015 (+0,6%) and up on 2014 (+2,7%).

There were 113.000 people hired with apprenticeship contracts and they recorded an increase on 2015 (+14,4%). In relation to the same period of 2015, terminations overall decreased by 8,5%. This effect is seen to a greater extent in relation to open-ended contracts.

With the 2016 Stability Law, a new form of incentive was introduced aimed at permanent hiring and the transformation of fixed-term contracts of workers who, in the previous six months, have not had permanent employment contracts. The extent of the benefit provides for the reduction of social security contributions paid by the employer (excluding INAIL premiums) by 40% (within the annual limit of 3.250 euros) for two years from the date of employment.

In the first half of 2016, there were 197.000 new hires with a two-year exemption from contributions, and 55.000 conversions of fixed-term contracts that benefit from the same incentive, for a total of 252.000 subsidized employment contracts. Subsidized employment relationships represent 31,5% of the total number of permanent hires/transformations. In 2015, the incidence of subsidized hirings and transformations (with total reduction of employer contributions for three years), on the total of permanent hirings/transformations, was equal to 60,8%.

THE INITIAL RETRIBUTIONS OF NEW WORKING REPORTS

As regards the composition of new employment relationships based on monthly salaries, a reduction in the portion of salaries of less than €2016 was recorded for permanent hires in the first half of 1.750 compared to what was observed for the corresponding period of 2015. of a trend also recorded in relation to the update of the Observatory in previous months.

VOUCHER

In the period January-June 2016, 69,9 million were sold voucher intended for the payment of ancillary work services, with a nominal value of 10 euros, with an increase, compared to the first half of 2015, equal to + 40,1%. In the first half of 2015, the growth in the use of vouchers, compared to 2014, was equal to 74,7%.
