Here comes the guideInps: babysitter bonus 2020, Instructions for Use. With circular no. 73 of 17 June, signed by the general manager Gabriella Di Michele, the Institute has provided the necessary clarifications regarding the discipline of the babysitter bonuses and for registration to a number of services (summer camps, supplementary services for children, territorial socio-educational services, centers with an educational and recreational function and supplementary or innovative services for early childhood) as provided by the relaunch decree.

INPS, BABY SITTER BONUS: THE REQUIREMENTS

The 2020 babysitter bonus and the discounts for enrolling in summer camps and supplementary childcare services concern the same types of workers already identified with the Cura Italia decree, that is:

  • private sector employees;
  • coordinated and continuous workers registered exclusively in the separate management;
  • self-employed enrolled in INPS;
  • self-employed not enrolled in INPS;

The bonuses are also recognized to employees in the accredited public and private healthcare sector, belonging to the following categories:

  • doctors;
  • nurses;
  • biomedical laboratory technicians;
  • medical radiology technicians;
  • health and social workers.

Furthermore, as required by the Cura Italia decree, the use of bonuses also concerns personnel in the security, defense and public aid sectors employed for needs connected to the Covid-19 emergency.

The beneficiaries of the bonuses are people with children no older than 12 years of age on 5 March 2020, while in the presence of children with disabilities in a situation of ascertained seriousness, pursuant to law 104/92, no account is taken of the age limit.

However, the circular underlines that the bonuses continue to be provided as an alternative to each other and with respect to the specific Covid-19 leave, envisaged by the Cura Italia decree and increased up to a total maximum of 30 days.

INPS, BABY SITTER BONUS: HOW MUCH MONEY IS IT WORTH

For private sector employees and self-employed workers, the bonus for the services in question is up to the overall maximum limit of 1.200 euros to be used for services performed in the entire period from 5 March to 31 July 2020.

In the case of accredited public and private sector workers, the bonus is recognized up to a maximum of 2.000 euros for the entire same period.

The overall limit must be verified taking into account both the amount of the bonus that may have already been used by the family unit in the first phase of the emergency (for example, if the 600 euros were used in April for the babysitter bonus, the private worker will be able to request a new facilitation for the same or other childcare services without however exceeding the overall limit of 1.200 euros), and any specific leave already requested and used in the same phase.

Since the incompatibility with the Covid-19 leave remains, the INPS circular specifies that those who have requested the first 15 days of Covid-19 leave can be authorised, as an alternative to using the additional 15 days, to use the bonus for residual amount of 600 or 1.000 depending on the sector to which they belong.

Finally, in compliance with the principle of alternatives, in the case of Covid-19 leave authorized for more than 15 days, the benefit is not due.

INPS, BABY SITTER BONUS: WHO STAYS OUT

The circular underlines that the bonuses cannot be used if the other parent is in turn on Covid-19 leave, unemployed or non-working, or if at the time of the application they receive any type of income support due to suspension or cessation of the activity working (Cig in all its versions or NASpi).

 In particular, in the case of parents who are beneficiaries of redundancy payments, the exclusion applies only in the cases and limited to the days of suspension of work for the whole day.

On the other hand, if the parent is the beneficiary of a wage integration treatment for reduced working hours, who continues to have to work, even if on a part-time basis, the other parent is eligible for the bonuses.

Furthermore, bonuses may also be due in the case of smart working by the applicant and the other working parent, as well as in the case of maternity leave, holidays and parental leave.

INPS, BABY SITTING BONUS 2020: THE DELIVERY

In order to take advantage of babysitter bonus 2020exclusively through the Libretto Family for occasional services required by current legislation, the beneficiary parent (user) and the provider must first register on the platform for occasional services, accessible on the INPS website, and carry out the appropriation of the bonus and the performance reporting in the manner indicated by tutorial which illustrates all the steps and is available on the Institute's website.

In this regard, the INPS clarifies, with the conforming ministerial opinion, that the general principle of the presumption of free work provided in the family environment does not apply to the babysitter bonus, except in the case of family members living with the applicant and, obviously, of subjects holding parental responsibility, even if separated or divorced.

Therefore, only cohabiting family members, of any rank, are excluded from the list of subjects admitted to work as baby-sitters paid with the bonus in question.

As an alternative to the babysitter bonus, the relaunch decree has provided scratch the possibility of opting, for part or all of the amount due, for a sum that will be credited directly to the applicant, for proven enrollment in the summer centres, supplementary services for childhood, territorial socio-educational services, centers with an educational and recreational function and supplementary or innovative services for early childhood.

For example, if the family nucleus is not already a recipient of baby-sitting services (nor of Covid-19 leave), they can request the amount of 1.200 or 2.000 euros, to be used in part for baby-sitting services and partly for supplementary services for children in the period up to 31 July.

The bonus for registering for summer camps and supplementary childcare services is paid with credit to bank or postal current account, credit on postal passbook, prepaid card with Iban or bank transfer domiciled at Poste Italiane, according to the choice indicated in the application.

The INPS also points out that in case of service bonus option childhood supplements the measure is incompatible, in the same periods, with the use of the daycare bonus required by current regulations.

Therefore, where the June and July months of the nursery bonus have already been booked in the appropriate procedure, the same months will not be reimbursed, giving priority to the emergency service, which is more favorable to the user; obviously the right to reimbursement of any remaining months of nursery bonuses that may have already been booked remains unaffected.

INPS, BABY SITTING BONUS 2020: HOW TO APPLY

THEaccess to the online application of bonuses for baby-sitting services/childcare services is available on the homepage of the Inps website.

In order to submit the application, the applicant must authenticate to the INPS services with one of the following credentials:

  • Inps device pin
  • Credenziali Speed (Public Digital Identity System) at least level 2:
  • Cns (National Service Card);
  • Cie (Electronic Identity Card).

Alternatively, the application can also be submitted through the Multi-Channel Contact Center service by calling the toll-free number 803 164 from a landline or 06 164164 from a mobile network or making use of the free services of recognized Patronage Bodies.
