The subsidized Fund for the industrial transition reaches the starting line. From the 10 October Italian companies, regardless of size, will be able to apply on the appropriate Invitalia platform. Requests with projects must have precise environmental objectives and a budget between 3 and 20 million euros. The last date to compete is December 12th. Approved projects will need to be completed within 36 months: a "canonical" time not only to regulate cash flows and see what entrepreneurs can do. But it's also the right time not to let public funding end up in the political-media meat grinder as is happening these days for the Superbonus. Coincidentally, another measure with energy purposes.

In this case, the scenario is different as foreseen by the 2022 Budget law from which everything derives, including the directorial decree of the Ministry of Industry of 30 August last. It is that decree that gave the impetus to the procedures for accessing the funds that are currently there 300mmillions. There are not many, given the steps that national industry must take towards the ecological transition. The contributions are non-repayable and the hope is that in December the best Italian picturealthough supported by the state. Companies will really have to adjust their productions. Energy sources, of course, must be renewable and must be put to good use. Half of the initial 300 million is reserved for energy-intensive companies that could set an example for others in different sectors. In order not to be mistaken or speculate, these are a summary the requirements to apply: company registered in the commercial register; belonging to the mining and manufacturing sectors; not be in voluntary liquidation; not be among the companies that have not repaid loans; be up to date with tax obligations.

Il Ministry , we said, asks that the projects have clear environmental purposes and not other, so to speak, spurious ones. Transparency as an industrial value should now be a stable requirement of the business world. The controversy towards the industry that takes advantage of funding, even more so if they give investors an account and change their skin from pollutants to green ones, should have had their day. For this the eligible expenses according to the decree they concern: reuse, recycling or recovery of raw materials; purchase of land within the limit of 10% of the eligible investment; masonry and similar works within the limit of 40%; plant and equipment; computer programs, patents ; professional training connected to the project. Will the concept of circular economy extend? It is to be seen. Apart from the somewhat meager endowment of the decree, for the rest of the path that Italian industry has to do, this time "let's think positive".
