On Wednesday, the government passed a decree that redesigns and finances in a structural way incentives for the purchase of electric, hybrid and low-emission cars and motorbikes. The provision allocates 650 million euros a year from 2022 to 2024, which fall within the resources of the Automotive Fund, for which a budget of 8,7 billion has been envisaged until 2030.

Electric and hybrid car incentives: how they work

Electric cars: incentives from 3 to 5 euros

In detail, for the purchase of new category vehicles M1 in the 0-20 g/km emission band (electrical), with a price up to 35 thousand euros plus VAT, it is possible to request a contribution of 3 thousand euros, to which a further 2 thousand euros may be added if a car approved in a class lower than Euro 5 is scrapped at the same time. This category of eco-bonuses is financed with 220 million in 2022, 230 million in 2023 and 245 million in 2024.

Plug-in hybrid cars: incentives from 2 to 4 euros

For the purchase of new vehicles of category M1 in the 21-60 g/km emission range (plug-in hybrids), with a price up to 45 thousand euros plus VAT, it is possible to request a contribution of 2 thousand euros to which an additional 2 thousand euros may be added if a car approved in a class lower than Euro 5 is simultaneously scrapped. This category of eco-bonuses is financed with 225 million in 2022, 235 million in 2023 and 245 million in 2024.

Low-emission endothermic cars: incentives of 2 euros

Also, he continues the government note, for the purchase of new vehicles of category M1 in the 61-135 g/km emission range (low-emission endotherms), with a price up to 35 thousand euros plus VAT, it is possible to request a contribution of 2 thousand euros if a car approved in a class lower than Euro 5 is simultaneously scrapped. This category of eco-bonus is financed with 170 million in 2022, 150 million in 2023 and 120 million in 2024.

Who is entitled to incentives

Incentives for the purchase of electric, hybrid, plug-in and endothermic vehicles are granted only to natural persons. A small percentage of the funds is reserved for car sharing companies for the purchase of electric, hybrid and plug-in vehicles.

Incentives for SMEs

In favor of small and medium-sized enterprises, including legal persons, carrying out transport activities for their own account or for third parties, contributions are also envisaged for the purchase of commercial vehicles of category N1 and N2, brand new, powered exclusively electric.

The incentive is granted with the simultaneous scrapping of a vehicle approved in a class lower than Euro 4.

A contribution of 4 euros is therefore recognized for N1 vehicles up to 1,5 tons, 6 euros for N1 vehicles over 1,5 tons and up to 3,49 tons, 12 euros for N2 vehicles of 3,5, 7 tons up to 2 tons. For N7 vehicles over 12 tons and up to 14 tons, a contribution of XNUMX thousand euros is recognized.

This category of ecobonus is financed with 10 million in 2022, 15 million in 2023 and 20 million in 2024.

Incentives for the purchase of electric or hybrid scooters and motorcycles

Incentives have also been provided for the purchase of electric and hybrid mopeds and motorcycles (categories L1e, L2e, L3e, L4e, L5e, L6e, L7): a contribution from the 30% of the purchase price up to a maximum of 3 thousand euros and 40% up to 4000 thousand euros if a motorbike in a class from Euro 0 to 3 is scrapped. This eco-bonus is financed with 15 million Euros for the years 2022, 2023 and 2024.

Mopeds and thermal motorcycles

For mopeds and motorcycles thermal, brand new (categories L1e, L2e, L3e, L4e, L5e, L6e, L7) instead, against a 5% seller discount, a contribution of 40% of the purchase price and up to 2500 euros with scrapping. This category of eco-bonus is financed with 10 million in 2022, 5 million in 2023 and 5 million in 2024. The measure will enter into force after registration by the Court of Auditors and publication in the Official Gazette.

"With the green light to the incentives, we are giving a concrete and long-awaited response to the automotive sector which is going through profound suffering - commented the Minister of Economic Development, Giancarlo Giorgetti - The multi-year measure will allow companies to make industrial planning on the road to development . The incentives, I am convinced, are not decisive for the crisis in the sector which needs to be profoundly renewed but they represent an emergency tool for going through a difficult period. First the pandemic, the shortage of raw materials and now the war are also putting a strain on this sector which represents one of our flagships in Italy. It is even more necessary than before to open a reflection on the dutiful ecological transition which must be sustainable, possible and not leave dead and wounded behind".
