Car and motorcycle incentives 2022: from amounts to dates, the Mise FAQs that answer the most widespread doubts

The Invitalia platform that allows you to book the 2022 car and motorcycle incentives has been online since this morning and in a few hours the funds have almost halved. Here are all the clarifications provided by the Mise on amounts, dates and categories.

Today, Wednesday 25 May, the race to grab the funds made available by the Government for the car and motorcycle incentives 2022. It's officially online since this morning platform managed by Invitalia which allows dealers to reserve contributions for the purchase of new low-emission vehicles. In a few hours, however, the funds were snapped up. Almost finished those for motorcycles, halved those for cars, especially those intended for traditional and hybrid engines.

On the plate, we remember, there are 650 million euros total for this year (and the same for the following years up to 2024) which for individual motorists translate into a discount on the price of the vehicle to be purchased which varies from 2 thousand to 5 thousand euros. Bonuses that aim to improve air quality and the environment, while giving a boost to the car market, which after the recovery achieved in 2021, has been in difficulty since the beginning of this year. Suffice it to say that in April, registrations of new cars in Italy fell by 33%.

Given the enormous demand, it will now be up to the Government to decide whether to refinance the bonuses immediately or, for the time being, to let them run out in no time.

Meanwhile, in order to dispel the doubts of dealers and motorists, the Ministry of Economic Development has published FAQs that answer the most frequently asked questions. Let's see together the most significant clarifications.

How much funds are available?

As mentioned, there are 650 million euros available a year until 2024. For this year the money was distributed like this

  • 220 million euros for the 0-20 age range (electric);
  • 225 million euros for the 21-60 range (plug-in hybrids);
  • 170 million euros for the 61-135 range (low emission endothermic);

motorcycles and mopeds (category L1e, L2e, L3e, L4e, L5e, L6e, L7e) instead 10 million are allocated for non-electric vehicles and 15 million for electric vehicles, while 10 million euros are intended for commercial vehicles of category N1 and N2.

Car and motorbike incentives 2022: the amount of the "discounts" divided by category

The allocated funds translate for motorists into discounts of between 2 and 5 euros

In detail, regarding cars, the discounts for the purchase will be as follows: 

  • For the 0-20 g/km CO2 range, the list price must not exceed 35 euros (excluding VAT) and the contribution is 3.000 euros without scrapping and 5.000 euros with scrapping.
  • For the 21-60 g/km CO2 range, the list price must not exceed 45 euros (excluding VAT) and the contribution is 2.000 euros without scrapping and 4.000 euros with scrapping.
  • For the 61-135 g/km CO2 range, the list price must not exceed 35 euros (excluding VAT) and the contribution is 2.000 euros exclusively with scrapping.

Natural persons can access these contributions, while legal entities, to which a share of 5% of the resources allocated for category M1 is reserved, can book contributions only and exclusively for the 0-20 and 21-60 g/km ranges CO2 if the vehicles are used in car sharing for commercial purposes.

For motorcycles and mopeds belonging to categories L1e, L2e, L3e, L4e, L5e, L6e, L7e) contributions have also been introduced for non-electric vehicles, equal to 40% of the purchase price up to €2.500. The contribution is recognized only to natural persons who purchase a vehicle of no less than 5 euros and scrap a vehicle of the same category (up to 3 euros). “It is necessary for the seller to apply a 5% discount,” underlines the outfit. Electric motorcycles and mopeds (category L1e, L2e, L3e, L4e, L5e, L6e, L7e) can only be purchased by natural persons. The contribution is equal to 30% of the purchase price without scrapping up to 3.000 euros and 40% with the scrapping of a vehicle of the same category (up to 3 euros) up to 4.000 euros.

Infine, per commercial vehicles (category N1 and N2), SME buyers, including legal entities, can also take advantage of the discount. The incentive is valid only for vehicles with electric power supply with a simultaneous obligation to be scrapped (up to 3 euro): For category N1 the amounts are as follows: 

  • 4.000 euros with MTT up to 1,5 tons;
  • 6.000 euros with MTT above 1,5 and up to 3,5 tons.

For N2 category vehicles:

  • 12.000 euros with gross vehicle weight greater than 3,5 and up to 7 tons;
  • 14.000 euros with MTT above 7 and up to 12 tons.

It should be emphasized that, for the purposes of the incentive, natural persons must retain ownership of the vehicle purchased for at least 12 months, legal persons for at least 24 months.

Bonuses valid for purchases made from May 16th

In the faqs, the Mise confirms that they are allowed to book on the platform contracts signed starting from 16 May onwards, despite the fact that the special Dpcm was not yet in force.

Delivery times

After the doubts raised by the retailers, in the Faq the Mise confirms that "the sellers will have to confirm the operations entror 180 days from the opening date of the reservation”. If the vehicle is not registered, the bonus expires. However, the Minister for Economic Development Giancarlo Giorgetti at the Automotive Dealer Day in Verona anticipated the possible arrival of an extension: "The delivery of new cars within 180 days of the order currently envisaged by the incentive decree may be extended". 

What happens if the funds run out?

The hypothesis is far from remote, given the numerous requests that have arrived on the site since this morning. In the FAQs, the ministry announced that, if the booking is not confirmed due to the depletion of the allocated funds there will be no waiting lists which will give the right to pre-emption in the event of the allocation of new funds. "The concessionaire/retailer can check over time the availability of contributions deriving from any cancellations and proceed with a new booking", it reads. For those who do not make it in time, all that remains is to wait for possible news.
