The Council of Ministers has approved the legislative decree transposing the EU directive on the third energy package, which in recent days had divided the top management of Enel and Terna. The provision, explained sources from the Ministry of Economic Development, provides for the launch of tenders for the construction of pumping plants, the purpose of which is to exploit the surplus of renewable energy to store water in the basins used in the generation of hydroelectric energy. The solution found by the ministry envisages that Terna can identify the needs of the plants, but cannot build or manage them. Tenders will have to be called and, only if these go unanswered, will Terna be involved in the construction phase, with the commitment, however, to put the plants up for sale immediately afterwards. On the other hand, a verification table will be opened with the subjects of the sector (other companies, authorities) to identify where they are needed. In the selected places, it will therefore be assessed whether it is more appropriate to build them by Terna or by other distribution companies such as Enel, Acea, A2A.
