Imu-Tasi, the Government has been considering a single tax on the house since 2015

For the moment he lives only in the world of ideas, but in the future the Iuc it could come true. The acronym stands for Single municipal tax and today it is the formal box that encloses theIMU on the property (first house excluded), the Tasi on indivisible services (such as public lighting and street cleaning) and the Tari on waste. The problem is precisely that the three taxes each have their own life (they are calculated and paid separately), which is why - from the taxpayer's point of view - if the acronym Iuc did not exist, it would make no difference.

To simplify the fiscal life of the Italians by stemming the confusion of the rules and reducing the calculations, the Government is evaluating the hypothesis of actually merging Imu, Tasi and Tari into onesingle municipal tax finally operational. If the project were to go through, we would have an acronym instead of four and above all we would have to use our calculator and wallet only once a year, thus filing all our obligations with the Municipality coffers in a much more painless way.  

"Not from this year, because this year there is the Tasi which is a choice of the past - the Prime Minister specified in recent days, Matteo Renzi –, but from 2015 there will be a single tax on the house, dry and clear, not 47 disguised taxes”. 

This type of fiscal metamorphosis has been dreamed of several times in the past, but so far it has never translated into concrete measures, as demonstrated by the continuous and never definitive changes made in recent years to property taxation (a topic which, moreover, enjoys a significant electoral weight ). 

The new single tax is being studied by Finance technicians and should arrive with the Stability Law (probably not immediately, but during the parliamentary process). Obstacles, however, abound. On a technical level, unification seems much more feasible only of Imu and Tasi, which are calculated on the same tax base. A proposal in this sense was elaborated by Enrico Zanetti, Undersecretary of Civic Choice, and has already been in the hands of the Economy Minister and the Association of Italian Municipalities for some time. 

As for the Tari, it is the European legislation that traces its contours, so amalgamating the waste tax with the other two sister taxes could prove impossible. But even if the revolution concerned only Imu and Tasi, the simplification could not go beyond certain limits. For example, the treatments on would remain distinct main residence and other properties. Another inescapable difference would be the imposition on who it is for rent, given that today tenants are exempt from the IMU, but must pay a share of the Tasi.

Yet, apparently, everyone likes the idea of ​​a single tax. for theancient it would be "welcome, obviously on condition that a simple, sustainable and lasting system is ensured for the generality of the Municipalities, and that the possibility of approving the budgets in good time to manage the Bodies is not compromised once again". The president of the is also in favor of the project Confidentiality, Corrado Sforza Fogliani, who however underlines the need "for a trust operation based on the reduction of the current, inordinate cadastral income".
