For municipalities, the situation could improve. For taxpayers, on the other hand, the Imu bloodletting remains inevitable. And now the time is almost up: next Monday (December 17) is the deadline for paying the very expensive balance, which is paid with a lot of adjustment on the down payment, based on the new rates established by the municipalities. 

At the regulatory level, the umpteenth proposal to amend the new municipal tax has arrived from the speakers of the Stability law. The amendment, presented to the Senate Budget Commission, provides for "ensuring that the Municipalities are entitled to the proceeds of their own municipal tax", by abolishing the state reserve. The mayors would thus collect 7,655 billion euros in the two-year period 2013-2014. 

To avoid the negative effects of the loss of revenue in the state coffers, the provision specifies that the tax revenue deriving from buildings for productive use classified in cadastral group D, calculated at the standard rate of 0,76% must be "reserved to the State".

The transfer, explains the technical report, "determines negative financial effects on the net financial balance of 8.310 million for 2013 and 8.310,9 million for 2014, with reference to the Municipalities of the Regions with ordinary statute and the regions of Sicily and Sardinia". which will be compensated "for 4.482,6 million euros for the year 2013 and for 4.483,5 million euros for the year 2014" through the allocation to the State of the IMU on industrial warehouses and factories.

In 2013 and 2014, however, a sum of 3.827,4 million a year would remain to be covered, which should be recovered by suppressing the experimental rebalancing fund and tax transfers in favor of the Municipalities of the Sicilian and Sardinian Regions. This measure would even result in a surplus of coverage of 890,5 million for 2013 and 318,5 million for 2014, which could go to increase the Municipal Solidarity Fund.

TERMS OF PAYMENT

The choice is quite large. Here are the various possibilities:

- Bulletin ad hoc postal current account

- Cash

- Checks bank, postal, circular or stamped postal services

- Pagobancomat Letter

- Postamat and Postepay cards (in post offices)

- Postal Orders

WHERE TO PAY THE IMU

Once compiled the paper F24 form you can complete the procedure at the counter of any collection agent (Equitalia, post office or affiliated banks). Only to pay the balance of the last installment can you also pay with an ad hoc postal order.
If, on the other hand, you prefer to stay at home and you have a computer and an internet connection at your disposal, other possibilities open up before you (for VAT holders, online payment is mandatory):

- Equitalia. It is also possible to pay electronically through Entratel or Fisconline (registration is required). Then there is the alternative online service F24Web.

- Post offices. Only BancoPostaOnline and BancoPosta Click customers can pay online by debiting their account. If you are registered on the Post Office website, you can pay online by credit card. However, Poste Italiane makes available to everyone the online compilation service of the F24 form, which must be printed in triplicate before going to the counter.

- Affiliated banks. Online payment is available through the home banking service of the institution where you have the current account.
