In Italy, less than one out of three companies is ready to use the resources allocated by the Pnrr for various objectives, from the 4.0 transition to the development of the circular economy. In fact, 16% have already taken steps to join the projects of the National Recovery and Resilience Plan, while another 13% plan to do so. More than 70%Instead, he has not yet taken an interest in bargains of development that are opening. This is what emerges from a survey released by Unioncamere. The data, processed by the Guglielmo Tagliacarne Study Center, was presented during the Chamber of Commerce Assembly.

“The numbers confirm the need for work to disseminate and make known to businesses, especially the smaller ones, the measures introduced by the Government in the green and digital fields - underlined the president of Unioncamere, Andrea Prete - 80% of smaller companies do not even plan to make use of these resources, against 50% of medium-large companies . The Chambers of Commerce have well in mind how to play an active part in the development of the country and contribute to the change triggered by the PNRR: we can be a valuable tool for making companies aware of the enormous opportunities linked to new resources and for implementing many of the measures key provided for in the Plan".

Bureaucratic simplification to increase productivity

Furthermore, Prete recalled, a survey by the Tagliacarne Study Center reveals that a reduction of a third of the time dedicated by human resources to bureaucratic fulfillments, if reused in production activities, would lead to an increase in company productivity between +0,5% and +1,1%. “For this reason – concluded Prete – we are actively working to define concrete proposals that can quickly contribute to the simplification process that we really need”.

The consequences of the war

On the other hand, the climate of uncertainty linked to the shock of the war in Ukraine certainly affects the current situation. For almost 9 out of 10 companies, the impact of the ongoing conflict will be high, mainly due to theincrease in the prices of energy, raw materials and semi-finished products. Almost one company out of two has raw material procurement problems and one out of five energy procurement problems.

The increase in uncertainty also affects the business birth rate: the latest indications on registrations in the Register of Chambers of Commerce show that, when the climate of confidence decreases by one point, the birth rate of companies decreases by half a point.

In the last two years (2020-2021) 81 fewer businesses have been created than the pre-pandemic level of 2019, of which 26 fewer by young people and 32 fewer by women.
