Out the door a few months ago, the measure Save-Rome it returns through the window and ends up in the new Growth Decree. The measure - contained in one of the 16 amendments that the speakers presented to the commission - assigns to the State a part of the capital's historic debt (1,4 billion, as originally planned).

“Much ado about nothing – comments the mayor of Rome, Virginia Raggi – Several months ago we asked for it, then the Europeans arrived and we lost our reason. We have finally cut interest on the banks. The important thing is that now Rome and Italy will have two and a half billion less debt”.

However, as requested by the League, the new text also meets other Municipalities in a state of instability or pre-instability. To meet these expenses, the establishment of an institution is planned an ad hoc fund where to channel any minor disbursements for the renegotiation of mortgages by the current Rome Debt Commissioner, which will serve for the debts of metropolitan cities. The fund will be 74,89 million for each year from 2020 to 2048.

In particular, "a contribution of 20 million euros will be recognized for the year 2019 and 35 million for each of the years from 2020 to 2033" for the maturing installments of the loans taken out by the capital municipalities of the metropolitan cities in difficulty.

The fund is distributed each year by the State-city Conference and local autonomies in proportion to the size of the annual installments to be paid. Capital municipalities of metropolitan cities which have approved the use of the multi-year financial rebalancing procedure or financial instability, or which have approved a multi-year intervention plan monitored by the Court of Auditors, can apply for it.

Furthermore, the "municipalities with a population of more than 60 inhabitants" in financial difficulty that have approved the multi-year rebalancing procedure will be able to reduce by 5 percent "the amounts of existing contracts", as well as those relating to procedures already entrusted, having object the purchase or supply of goods and services.

In addition to Rome, ad hoc regulations also for the city of Alexandria which will benefit from a capital grant of 10 million euros for each of the years 2020 and 2021.
