Il CBI could present major privacy issues. The Guarantor for the protection of personal data says so in a memorandum addressed to the Senate Labor Commission.

According to reports from Republic, the number one of the Authority, Antonello Soro, raised a series of objections on the functioning, and above all control, mechanisms of the flagship measure of the 5 Star Movement.

The Guarantor's doubts focus above all on the tracking of expenses and purchases carried out through the now famous Rdc card. The purpose of the government is clear: to control as much as possible what is done by the beneficiaries to block the way for the crafty and improper use of the benefit.

Precisely for this reason, there are limitations on withdrawals (100 euros a month for singles, a maximum of 210 for large families), but also controls on current accounts and cashed movements. According to the Privacy Guarantor, however, the "provision which attributes to the operators of employment centers and municipal services the function of monitoring the consumption and behavior of the beneficiaries, as well as assessing any anomalies from which it can be deduced that the declared requirements" could be "in clear contrast with the guarantees established by the data protection regulations", but even more with "the fundamental rights and freedoms of citizens".

Not only that, because the possible violations, according to the Authority, could widen even to those who receive the basic income given that to verify who has the right to basic income, it will be necessary to rely on the ISEE and on the single self-declaration, which contains the personal, income, patrimonial and financial information of all citizens. Data that can be consulted by the Cafs but which, underlines Repubblica, could be exposed to cyber attacks with databases lacking "technical and organizational security measures suitable for the protection of such important information".
