The Recovery Fund needs a Draghi-led agency

PROPOSAL BY GIORGIO LA MALFA ON THE SOLE 24 ORE – The former republican leader and minister proposes to the Government to create an agency to implement the recovery plan linked to European funds and to entrust its leadership to a personality of undisputed prestige like that of Mario Dragons

"Do not waste a historic and in all likelihood unrepeatable opportunity": is the appeal that the former Republican leader and minister, George La Malfa, launched today from the columns of the Sun 24 Hours.

La Malfa is convinced that the intelligent and efficient use of Recovery is the real test of the coming months for Italy and its ruling class and that the problems to be faced are mainly two: theselection of projects to be financed and "the identification of a mechanism that ensures its realization in certain times".

In this regard, La Malfa is pressing the Government with 6 very incisive questions and with a final proposal.

"In which office will the economic examination of the projects be prepared?“, attacks La Malfa, who then adds: “It has been established a Nucleus for the evaluation of investment projects? Where is it located and what technical skills will it consist of?”. But above all: "The decisions of the Evaluation Team will be final" or there will be a higher political headquarters able to override them?

Another question from La Malfa: “Projects presented by private individuals are eligible within the 6 sectors identified by the Government or will be eligible only projects of public administrations, central or local?“. And again: “About the expenditure of the funds, Will the Government entrust the funds to the current administrations? But in this case what will guarantee that there will be the usual delays?"

And here is the final political proposal: La Malfa suggests establishing “a special agency to which to entrust the collection, selection and execution of projects” and to entrust it to “a personality able, thanks to his prestige and expertise, to ensure efficient preparation and execution of the plan for Italy and Europe”.

This personality has a name and a surname and La Malfa does not hide it: it is that of the former President of the ECB and of the Bank of Italy, Mario Draghi, "whom the Government could ask to render Italy this precious service".

After strengthening emerged from regional vote, will Prime Minister Giuseppe Conte and the government majority (but also the opposition forces) want to seize La Malfa's assist or will they turn a deaf ear? We'll find out soon, but Draghi president of the Agency for the creation of the Recovery Fund in Italy would be a real coup.
