 It seems that in the entourage of the Prime Minister, Silvio Berlusconi, it is pointed out that for the inclusion of this provision only an act of self-defense was used. It may also be that these are the intentions. But in this case self-defense is exercised with an improper weapon. That is to say by inserting in a decree, which has an objective (the recovery of our accounts) erga omnes, a rule that is effective and advantageous only for a company. All of this, putting the President of the Republic, Giorgio Napolitano, who should sign that decree in serious difficulty. Everything suggests that, as in other cases, the examination by the Quirinale will be conducted with great attention and above all with constitutional scruple. And this will take some time.
 Meanwhile, to come to the internal debate of the PDL, it can be noted that this move by the government certainly does not strengthen the position of those like the new secretary Angelino Alfano (who as Minister of Justice must have been aware of the introduction of the company-saving in the decree) had set himself the goal of leading "the honest party".
