Il Decree of doing it is law. This morning the Chamber of Deputies definitively approved the provision with 319 yes, 110 no and 2 abstentions. They voted against Sel, Movimento Cinque Stelle and Lega Nord.

The package then gets the green light just before the summer break, which starts tomorrow. The deputies will return to work in the commission on 28 August, while the Chamber of Deputies will reopen on 4 September.

The provision contains various measures aimed at supporting business credit, simplifying bureaucracy and shortening the duration of civil proceedings, including through the re-establishment of mandatory mediation for a wide range of disputes. The text also provides for a 25% cut in the remuneration of directors of unlisted spas controlled by public administrations which do not fall within the ceiling of 302 euros set by the Salva-Italia decree.

In addition to expanding the rules for accessing the Central Guarantee Fund for small and medium-sized enterprises, the decree introduces subsidized financing for companies that want to renew machinery and plants for production use. The mechanism is based on a ceiling of 2,5 billion - which can be increased up to 5 - set up in the separate management of Cassa depositi e prestiti, which will provide the banks with funds.

The decree then mobilizes investments in infrastructure for a total of around 3 billion euros. The bulk derives from the fund of 2,03 billion (for the four-year period 2013-2017) established by the Ministry of Infrastructure and which will serve to guarantee the continuity of the construction sites in progress or the start of new works. The minimum value of the infrastructures for which the partial tax exemption regime is envisaged drops to 200 from 500 million.

The decree also limits Equitalia's powers to meet the needs of taxpayers in difficulty. The possibility of deferring the payment of taxes is extended up to 120 installments (from 72) and the minimum number of unpaid installments, even non-consecutive, rises to eight from two, starting from which the debtor loses the benefit of the installment payment.

The government has also established the unattachment of the first and only house against debts registered in the register, with the exception of cases in which the property is luxury or in any case classified in the cadastral categories A/8 and A/9 (villas and castles ).

News also on the Tobin tax, the tax on financial transactions introduced by the Monti government. The first payment is postponed to 16 October for all types of assets subject to the tax. From this measure, the Ministry of the Economy expects a revenue of about one billion a year.

Finally, the offer of Internet access via Wi-Fi networks in shops and clubs will no longer require users to be identified.
