The Casa decree is law. The House definitively approved the same text issued by the Senate: there were 277 votes in favour, 92 against, no abstentions. Yesterday the Deputies Chamber had given the green light to the question of confidence posed by the Government on the provision with 324 votes in favor and 110 against.

Here are the main measures envisaged by the new law: 

DRY COUPON: CUT FROM 15 TO 10% – For owners who rent a property at an agreed rent, the dry coupon is reduced from 15 to 10% in the four-year period 2014-2017. However, the reduction is valid only in municipalities with a high housing intensity and in those that have declared a state of emergency in the last five years. 

DISCOUNT ON RENTALS – In the three-year period 2014-2016, those who pay a subsidized rent will be entitled to an Irpef deduction of 900 euros if their total income does not exceed 15.493,71 euros. The bonus drops to 450 euros for incomes between 15.493,72 and 30.987,41 euros.

MOBILE BONUSES – The ceiling for the furniture bonus no longer takes into consideration the value of the renovation: only the limit of 10 thousand euros per property remains.

TWIST OF THE SCREW AGAINST SLAWERS – Anyone who illegally occupies social housing will not be able to request residence, nor the connection of water, electricity and gas, nor the assignment of housing for the following five years. The housing struggle movements have been demonstrating for weeks against this rule, which is also strongly contested by the opposition.

PUBLIC HOUSING FOR SALE – Municipalities will also be able to sell the houses they own directly, no longer just those of public housing bodies. The sale - which may also concern condominiums in which public ownership is only 50% - will be reserved for current tenants, who will be granted favorable conditions and ad hoc financing, but will not be able to resell the properties before five years have passed. from the purchase.

IACP ACCOMMODATIONS – 568 million euros are allocated for the recovery of unusable public housing owned by autonomous institutions for social housing. 

INNOCENT DEFAULT – 226 million euros are also on the way for the innocent arrears fund, so as to limit the number of evictions. 

RENT SUPPORT FUND – Additional allocation of 100 million. 

EXPO – The measure releases 25 million euros for 2014 in favor of the Municipality of Milan and allows Expo 2015 spa to waive the regulations on public contracts with regard to sponsorship agreements and service concessions.
