The government's summer agenda will be occupied by two fundamental appointments for the fate of taxpayers: the review of the house tax and the tax delegation. The first appointment already has a deadline, August 31st, the date by which the Executive will have to find a way to revolutionize the Imu. Fabrizio Saccomanni, Minister of the Economy, announced that the restyling of the house will be the subject of a "control room" between the Government and the majority. 

Before opening the discussion, however, the Treasury will probably want to wait for the State General Accounting Office to complete the audit intended to amend the Economic and Financial Document. The latest version of the Def – presented by the Monti government – ​​forecast a 1,3% drop in GDP in 2013 and a 1,3% growth in 2014. However, it is probable that these estimates will be subject to a revision discount. For this year there is talk of a drop in GDP of 1,7-1,9%, while next year growth should not exceed 0,7-1%. Any cut would reduce the already limited room for maneuver available to the Executive. 

In parallel with the discussion on the Imu, Parliament is then called to address the issue of tax delegation. The process began last week in the Finance Committee in the Chamber and the intention of the majority is to approve the text by July in Montecitorio. All the parliamentary groups except Sel have signed the request to resume the text developed in the previous legislature, which will be examined in 15 days by the commission.

Of course, the covers to be found are not few. To keep all the promises made in the fiscal field, something like 11 billion euros would have to be found. The Imu on the first home is worth four billion, the cancellation of the VAT increase another four, the one on Tares - the new waste tax, postponed to December - one billion, finally another two billion to avoid the increase in health care charges .

Undersecretary for the Economy Pier Paolo Baretta (Pd) revealed to "La Stampa" that the Government is "ready for a second spending review, this time without linear cuts but applying standard costs to all PA expenditures. We are already at 60% of the work, we will soon complete the school sector and by the end of September we will have defined the optimal costs for the entire public sector”. A useful way to find resources in the medium term, but which will certainly not be able to guarantee all the necessary resources. 

This is why there is also thought of the birth of a "service tax", which already appears in the text of fiscal federalism and would bring together IMU, Tares, registration tax and the municipal Irpef surcharge. A single tax that would aim to ease the pressure on those with low incomes and a non-luxury first home, increasing it instead on the more affluent.

However, income and the value of the house are often unreliable criteria, the first due to the enormity of tax evasion in our country, the second because the cadastral value of properties is often very far from the market value.
