From 1 February the Green pass, basic or enhanced, will be required everywhere, with the exception of 9 types of shops and businesses where you can enter without showing any certification to meet food and basic necessities, health, safety and justice needs. This is what the new Dpcm provides, signed on January 21 by Premier Mario Draghi, a measure that aims to contain the spread of the Omicron variant and, indirectly, to encourage an increase in vaccination coverage. 

Based on the provisions, the green pass will not be necessary to access what are commonly defined as "essential services", even if with very specific rules. For example, in supermarkets or hypermarkets where "non-essential" products are also on sale, tests will be carried out sample checks to verify that non-certified citizens comply with the rules. 

WHERE WILL THE GREEN PASS BE USED FROM 1 FEBRUARY

After the extension of the green pass obligation, in the basic version obtainable with a quick or molecular swab, to customers from hairdressers and beauticians which came into force on January 20, a new tightening will arrive next month. From 1 February it will be necessary to possess the basic green certification to enter public offices, the post office, bank or financial offices. The basic green pass will also become mandatory for entering commercial activities, i.e. shops and shopping centres, newsstands and tobacconists' shops.

In addition, from the same date, a one-off fine of 100 euros will apply for unvaccinated citizens over the age of 50 and compulsory vaccination for university staff. 

Another date to mark in red on the calendar will be Tuesday 15 February, the day on which possessing the green pass, this time in the enhanced version obtainable after the vaccine or recovery from Covid-19, will become mandatory for public workers to enter the office and individuals who are over 50 years old.

WHERE THE GREEN PASS WILL NOT BE NEEDED FROM FEBRUARY 1ST

The Government has decided to apply some exceptions to the general rules, in order to allow unvaccinated citizens access to a series of essential services. 

Four reasons that will trigger the derogation according to what established by the Government:

  1. food and basic necessities that will allow uncertified entry into retail business activities;
  2. health needs which will allow access to health and social care facilities "for all purposes of prevention, diagnosis and treatment" (also for carers) and to activities for the sale of drugs or medical devices;
  3. security needs which allow you to enter the offices of the police forces and local police "to ensure the performance of institutional activities that cannot be postponed and for the prevention and repression of crimes";
  4. justice needs on the basis of which access to the judicial offices and to the offices of the social and health services is allowed exclusively for the non-deferrable and urgent presentation of complaints by subjects who are victims of crimes or requests for judicial interventions to protect minors or incapacitated persons, as well as to allow the carrying out of investigative or judicial activities for which the presence of the summoned person is necessary.

Moving from theory to practice, here is the list of places where you can access without a green pass: 

  • Hypermarkets, Supermarkets, Grocery Discount Stores, Minimarkets and other food and beverage retail establishments: Consuming food on site is prohibited. You will only be able to buy essential products;
  • Frozen food retail shops;
  • Pet and pet food retail stores;
  • Retail sale of automotive fuel in specialized shops;
  • Retail sale of sanitary articles;
  • Retail sale of medicines in specialized stores, pharmacies and parapharmacies;
  • Retail sale of medical and orthopedic items in specialized stores;
  • Trade to the detail of material for optics;
  • Trade to the detail of fuel for domestic use and for heating.

GREEN PASSES AND PENSIONS

As mentioned, without the basic green pass you will not be able to enter the post office. This means that it will not be possible for pensioners without a green certification to withdraw their pension without a green certification. In fact, the measure that considered "essential and primary needs" those "indifferent and urgent connected to the collection, at the branches of Poste Italiane Spa and of authorized credit institutions, of pensions or emoluments however denominated not subject to the obligation to credit" has been skipped ".
