The Italian Green Pass is finally born. In the wake of what President Macron decided in France to deal with the surge in Covid infections, Italy too has found itself forced, despite the fact that the vaccination campaign roadmap is respected, to tighten up the rules a bit on the health pass and on the color of the Regions. However, the formula decided by the Draghi government is lighter and more gradual: meanwhile, as has been the case so far, the Green Pass continues to be valid with a single dose of vaccine (and not with 2 as decided in France), as well as obviously with a negative swab or certificate of recovery from the disease. The new restrictions take effect from August 65: green certification will be needed to access bars and restaurants, but only if you eat and drink indoors while sitting at the table (not outdoors or at the counter), gyms, cinemas, theatres, museums, stadiums and arenas for sporting events or concerts (for the latter the filling thresholds are being defined). The discos are still closed, while the state of emergency, which expired in a few days, is extended to December 31, 2021.

In the anti-Covid law decree, however, there are no rules on the use of the Green Pass to access means of transport, neither long-distance ones - such as planes, trains, ships - nor for now the local public one such as buses, trams and the subways. A theme which, however, they explain from the control room, "will have to be addressed shortly", perhaps as early as next week, even if the novelty could be introduced in September. In the decree there is not even the obligation to vaccinate teachers and school employees. The quarantine is reduced for those who have the Green pass and come into contact with a positive, while for the unvaccinated under 18s it has been decided to lower the prices of the tampons. The limit between the white zone and the yellow zone is now established by the percentage of occupancy of the available beds, which is added to the incidence criterion which remains fixed at 50 cases for every 100 inhabitants. The indication of the control room was to fix the 10% limit for intensive care and 15% for ordinary departments.

With the Green Pass, the Government essentially wants to launch a strong appeal to all Italians, as Prime Minister Mario Draghi said, to get vaccinated to complete the fight against Covid, especially in the face of the spread of dangerous variants. “The appeal not to get vaccinated is an appeal to die” Draghi clearly warned who added: “Without vaccinations, businesses would have to close again”.

Lastly, the government asked Parliament for a vote of confidence on the Cartabia reform of justice while saying it was willing to accept technical proposals for improving the text.
