Green passes, checks and sanctions: clarifications from the Interior Ministry

Backtracking by the Viminale on green pass controls: whoever is responsible for verifying the green certification will also be able to ask for an identity document to make sure that the names match.

Two days ago the Minister of the Interior, Luciana Lamorgese, had said the opposite, namely that the operators of the activities where the green pass is required, not being public officials, could not ask customers to show a document together with the certification. The clarification jeopardized the effectiveness of the measure, because of course anyone could have photocopied a friend's green pass and wandered around undisturbed in restaurants and indoor venues under a false name.

HOW DOES IT WORK WITH DOCUMENTS?

So now comes the course correction: in a circular to the prefects, the Interior Ministry clarifies that "the verifiers" - that is, the employees of the premises - can at their discretion verify the identity of anyone accessing the facilities to make sure it coincides with the one indicated on the certification. Customers, for their part, cannot under any circumstances refuse to show a document, even if they are not asked by a public official.

HOW IS THE CHECK DONE?

As for the operating procedures, the green pass is checked using a digital device in which the "VerificaC19" app has been downloaded. The employee simply scans the certification QR code and that's it: a green traffic light appears on the screen if the green pass is valid, or red if it has expired, is not yet valid or has been revoked.

WHEN IS THE GREEN PASS VALID?

The certification is valid in the following cases:

  • The validity of the geen pass starts from the 14th day after the first dose of vaccine. In this phase - very short - the certification is valid only up to the date scheduled for the second dose.
  • After the second dose, a new green pass is issued, valid for nine months.
  • If the green certification is issued following recovery from Covid, the validity period is six months starting from the date of the first swab positive.
  • Finally, the green passes issued following a negative swab are valid for 48 hours.

WHAT DOES THE CUSTOMER RISK WITHOUT A GREEN PASS?

A fine of between 400 and XNUMX euros. But be careful: anyone who uses a fake certification or one belonging to another person also risks a criminal complaint.

AND THE OPERATOR?

He is sanctioned only if he does not check the green passes before allowing access to his facility. On the other hand, it is not held responsible in the event that the certification turns out to be false, unless there are obvious inconsistencies.

Merchants can receive the same penalties as customers. Furthermore, on the third violation, the authorities can order the closure of the club for five days.
