The Government is working on an encore decree. The decree will introduce simplification measures for businesses, credit facilitation and new measures for energy. The reform of the Imu and of the cadastre remain at the center of the political debate. Another point on which work is being done is related to taxes on work.

The bis decree could reach the Council of Ministers for an initial examination on Friday 2 August, while the definitive launch is scheduled for 9 August in the last government meeting before the summer break. However, between the ministries and Palazzo Chigi, the possibility of launching the measure after the mid-August break is being evaluated. The decree will provide for further simplification measures for businesses, credit facilitation as well as new energy measures.

The first point of discussion remains the IMU. At the moment, a viable compromise is that of the so-called service tax, which would unify the IMU and the waste tax. Together with the reform of the Imu, that of the cadastre is also foreseen which, however, explains Saccomanni, will take years.

Another point the government is working on is that linked to taxes on labour. The unions have requested a reduction in taxes on employees and pensioners through the increase of the no tax area and the reduction of tax on thirteenths. Companies are aiming for the reduction of Irap and the tax wedge. Saccomanni said he was in favor of a cut in tax contributions payable by companies, without affecting social security contributions. The resources would come from the fight against tax evasion and from the decrease in the forms of tax relief present.
