Government: if sustainability rhymes with mobility

Proposals and ideas to the new government for a change of pace on integrated mobility - We need new investments for railways and safe routes

Government: if sustainability rhymes with mobility

Roberto Cingolani and Enrico Giovannini, in their respective ministerial responsibilities, are called to establish how the urban mobility Italian must be reconciled with the general objectives of the decarbonization. We are a population of self-employed people and, despite the campaigns on sustainable mobility continuing to make converts, the opportunity to rewrite the Recovery Plan is to be seized on the fly to rebalance the way we travel and circulate. Given the due differences between North and South, between large, small and medium-sized cities, the government is urged to change pace by those who have a bottom-up rebirth at heart. Draghi's commitment in Parliament has not been lacking, but we need to see in which direction he will move.

THESoft Mobility Alliance he says that by spending the money of the Next Generation Eu well, many territories will be able to live on income for the next few years. Not only tourism, but also of daily quality, economic circularity, related industries and social well-being. Meanwhile, the association believes that it should be allocated two billion investments for bicycle mobility. For manufacturers, 2020 ended with very high earnings and over two million bicycles sold. The Conte 2 bonus has given good results, it must be recognized. But it would take to continue and encourage young people in particular to change their travel habits another 5 thousand kilometers of urban cycle networks and 10.000 km of links between countries. The two new ministers have a dossier in hand with detailed proposals which therefore do not stop at bonuses alone. We need new infrastructure and rules to push mayors and governors to do more. Decisions are made in the centre, but actions are taken in the periphery, as should by now be clear to everyone in the light of the Covid experience.

That of the active mobility it is a broad concept, as the countries of Northern Europe teach us. It includes local railways, accessibility, sustainable tourism, routes, safe roads. In the Pnrr of January these themes are present in a partial way. Redundant chapters, cases described without identifying adequate resources, without configuring a coherent strategy. A defect also due to a sort of self-referentiality of those who thought they could do it themselves. Mission 3, the one relating to "Infrastructure", is instead the natural place to get money and make necessary things. A small example. How many of us know that the Ministry of Cultural Heritage takes care of an Atlas of the paths? It's time to update it, also connecting it to the railway networks, to the easy ways, so that those who move know every option. Speaking of railway investments, the Alliance asks Cingolani and Giovannini to increase resources for upgrading metropolitan railway nodes, of the regional railways and for the full implementation of the law for railways and tourist trains 128/2017. A long-term investment that cannot be satisfied with the expected 5,6 billion. The indication is of a budget of over 12 billion and a lot of work.

The Pnrr prepared by Conte 2 has been criticized for the lack of specific projects and the concrete operation of the choices. Draghi and his ministers have a lot to do on this front and in a short time. If you listen to the territories and organizations most sensitive to green recovery, the results will certainly be different, starting with a streamlining of procedures which with Renato Brunetta will have to be done seriously. If the choices were to reward, once again, non-strategic opportunities, distant from the ambitions of the territories, the expectations of millions of people who want to recover in a completely different way from the past would be disappointed. Even the ideas of an Association can make a difference.
