They say it's not a backtrack, but apparently they want to buy time. There will be a cut in the public funding of parties, but the application will be gradual and the transition will only end in 2017. The measure arrives today on the table of the Council of Ministers, then it will have to pass for the approval of the Chamber and Senate. 

The latest version of the bill provides for substitute voluntary contributions for state funds, with tax breaks for smaller payments, which will be possible deduct for 50%. Taxpayers will also be able to allocate 2 per thousand to the parties. 

A structure that greatly worries the treasurers, who would like at least more substantial tax rebates, with deductions of at least 90% to encourage mini-donations. In the Pd alone there would be 180 employees at risk of layoffs, while the Pdl has frozen the fixed-term contracts of its employees. 

Meanwhile, all the planned funding will arrive next July (also to avoid disputes with the banks, which had already granted loans to the parties on the basis of the current law). The gradual cut will start from 2014 and foresees that the funds are halved every year, with the progressive introduction of private contributions. The transition will end in 2017.

Furthermore, the CDM should today approve the decree to extend from June to the end of December the bonus on building energy efficiency interventions (55%) and the one on building renovations (50%). To accompany them, a series of further measures aimed at promoting the redevelopment of buildings on the basis of anti-seismic criteria in areas at risk.
