The new provisions on public administration will receive today the definitive green light from the Council of Ministers, convened for 16 pm, after the postponement arrived at the end of the meeting on Friday. On the table is a decree of 30 articles for "rationalization" and a bill of 10 articles on employment in the Public Administration. Among the main nodes, the stabilization of precarious workers and the birth of the Agency for territorial cohesion, which will have to coordinate the management of new EU funds arriving for the period 12-2014 (about 2020 billion). 

Here is a summary of the main measures contained in the latest drafts of the measures:

PRECARE STABILIZATION PA

According to the latest hypotheses, the solution for state workers with fixed-term contracts should concern those who have had contracts for at least three years in the last five years, who will see 50% of the places made available reserved for them in the competitions which will be held until 31 December 2015. 

The solution would only concern 50 workers whose contracts expire at the end of the year and for this reason it has already met opposition from the trade unions. The CGIL hopes that the government will find "a solution for all the temporary workers in the Public Administration with the requirements for stabilization, which are 100 out of 150". This was stated by the general secretary of the FP-CGIL, Rossana Dettori, in view of the Council of Ministers. "At home - she added - no one should stay". Otherwise there will be a big mobilization in September.

The provisions that will be passed today also include measures to limit entry flexibility and a further two-year extension for the rankings of winners and suitable candidates to draw on for recruitment by central administrations.

RELEASE

The possibility of retiring with the rules prior to the Fornero reform should be extended, bringing the limit for achieving the requirements from the end of 2014 to the end of 2016. There are 7-8 thousand redundancies to date in central administrations.

BLUE CAR CUTS AND CONSULTANCY

Since 2014, for blue cars and consultancy, there has been a spending ceiling equal to 80% of the costs incurred in 2012 by public administrations and the Authorities. The ban on the purchase or leasing of cars has been extended to the end of 2015.

TERRITORIAL COHESION AGENCY

The task of the new agency will be to "strengthen the programming, coordination, monitoring and support action of the cohesion policy". It should be subject to the supervision of the Prime Minister and the delegated minister.
