Government: "We will intervene on the IMU by the end of the year"

The government is evaluating a different distribution of IMU revenue in the relationship between the State and the Municipalities. This was announced today by the Undersecretary for the Economy Vieri Ceriani speaking at the Finance Commission of the Chamber. The operation will probably be carried out through an ordinary law, given that the times are shorter than those of any necessary legislative decrees.

On the Commission's table today there was, in fact, also the possibility of including forms of progressivity in the tax delegation as regards the Imu towards families or pensioners most in difficulty, as well as that of transferring the entire income to the Municipalities .

The latter hypothesis is, however, rejected by Ceriani: “The proposal to allocate the entire revenue deriving from the Imu to the Municipalities would not actually be feasible leaving the amount of the rebalancing fund unchanged. There may be two technical solutions: on the one hand a horizontal equalization, with the transfer of part of the IMU revenue from the State to the rebalancing fund; on the other, the direct allocation of a portion of the revenue deriving from the IMU to the equalization fund itself“. The undersecretary therefore concluded that the IMU issue, "to be addressed together with the ANCI, will have to be the subject of a specific legislative initiative".
