The numbers are from the Guardia di Finanza which, in a note, explains how these subjects were completely unknown to the revenue agency, despite carrying out business or professional activities. People, explain the Fiamme Gialle, who "have lived on the backs of honest taxpayers, taking advantage of public services that they have never helped to pay for, often making assets and assets payable to front-man or shell companies".

Since the beginning of 2013, the Guardia di Finanza has discovered 19.250 irregular workers, of which 9.252 are employed completely illegally, by 3.233 employers.
