Tuesday 14 April the Ministry of Economic Development posted on the websiteguarantee fund” the form to request the state guarantee on a bank loan of up to 25 thousand euros. Too bad that the system immediately went haywire, probably because it was unable to handle the amount of traffic it was suddenly subjected to. In short, the same mishap happened a couple of weeks ago on the Inps website after the tsunami of requests related to Bonus 600 euro for VAT sufferers and self-employed.

Fortunately, the "Final Beneficiary Facility Request Form" (this is the name of the document to be used), can also be downloaded directly from the site of the Mise, which continues to work as usual. The ministry explains in a note that the beneficiary will have to fill in the form and send it "by email (even uncertified) to the bank or confidi to which you will apply for financing".

We recall that, based on the liquidity decree, for small businesses and the self-employed who ask a bank loan of up to 25 euros with a 100% public guarantee and no creditworthiness assessment. This essentially means that the credit will be triggered automatically: "It will be enough to demonstrate that you have a VAT number and the last tax return presented or the payment of taxes - explained the Minister of Development, Stefano Patuanelli - in this way the bank will be able disburse the loan immediately, because the guarantee is automatic. There is no bank evaluation procedure, because the guarantee from the state is full”.

For larger loans, on the other hand, the assessment of creditworthiness is envisaged and the guarantee scheme is as follows:

  • 90% for all loans to large companies;
  • 100% (90% of the State plus 10% of Confidi) for loans to businesses and the self-employed up to 800 thousand euros;
  • 90% up to 5 million.

After having obtained a go-ahead in record time from Brussels, "the Mise and Mediocredito Centrale, manager of the Guarantee Fund - reads a note from the ministry - are working together with the Italian Banking Association and the main credit institutions to make active and available, in a short time, all the IT systems and the forms necessary for the request for guarantee for the beneficiaries of the measures, which are expected to be numerous".

At the same time "work is underway to speed up bank investigations with the aim of reducing the waiting time between the loan request and the crediting of the sums requested to one's current account to just a few days”, concludes the note.
