Youth Guarantee has entered phase II. The national program which aims to promote entry into the labor market for girls and boys under the age of 30 changes its look from 1 March 2016, making it even more "attractive" to hire young people thanks to increasingly higher bonuses, up to 12 thousand euros. The share of the loan paid by the company also changes, here are all the news.

Post-internship recruitment superbonus

Going into detail, at national level, superbonus have been activated for companies that decide to transform the extra-curricular internship carried out through Youth Guarantee into a permanent contract. Single stake: the aforementioned internship must have started before January 31, 2016.

Therefore, the amount of the incentive for recruitment already provided for by the legislation rises thanks to the 50 million euros allocated for 2016.

The amount changes, but the mechanisms for calculating the bonus remain unchanged: the latter will be quantified on the basis of the profiling band in which the trainee is placed at the time of acceptance by the employment services operator. It should be emphasized that the incentive can be combined with that provided for by the 2016 Stability Law and with other hiring incentives, within the limits of 50% of wage costs. The superbonus internships will also apply to the "de minimis" regime of 200 euros over three years.

For young people between 16 and 24, the superbonus will be valid for hires that involve a net increase in employment, while between 25 and 29, other requirements will also be necessary: ​​absence of a regularly paid job for at least six months, lack of qualification or diploma, lack of regular paid employment within two years of completing full-time training, employment in sectors with a strong gender inequality.

Internship funding share

The second novelty still concerns traineeships and provides for a share of private financing to be paid by the host company for the allowances to be paid to the trainee. In other words, it will no longer be only the reference Region that pays.

The indemnity will be divided into two: a public share paid by the Region (maximum 300 euros) and a private share paid by the host company, the amount of which will be established at the regional level. In all cases, the internship can never be paid only with the public contribution. The new legislation will apply to traineeships issued from 1 January.

Summing up, here are the incentives that benefit employers:

– Internships: the allowance will be paid by both the public (300 euros) and the private sector (variable amount);

– Apprenticeship for professional qualification and diploma, upper secondary education diploma and higher technical specialization certificate: up to 10.000 euros per apprentice (9.000 if a minor);

– Professional training apprenticeship: from 1.500 to 6000 euros;

– Fixed-term contract for at least 6 months: 1.500 euros for the high-end, 2000 euros for the very high-end;

– Fixed-term contract for at least 12 months: 3.000 euros for the high-end, 4.000 euros for the very high-end;

– Permanent contract: from 1.500 to 6.000 euros;

– Permanent from transformation of traineeships: from 3.000 to 12.000 euros.
