The development decree will not provide for any equalization mechanism for photovoltaic incentives. It was the Undersecretary for Economic Development, Stefano Saglia, who denied the possibility of resorting to a diversification of tariffs based on the average availability of sunlight. In an interview with AgiEnergia, Saglia explained that "equalization is a rule that we don't like because it makes no sense to incentivize plants that produce less".
The hypothesis of an equalization on a geographical basis, such as that of the amnesty on irregular plants, had been soundly rejected by the sector associations (Aper, Assosolare, Gifi) which instead requested greater regulatory stability regarding subsidies for energy sources renewable. “I agree and share the position of the associations – underlined Saglia – With the IV Conto Energia we have tried to introduce a regulatory certainty that can ensure certainty of investments. It would not be appropriate to make further changes, let alone introduce illogical mechanisms such as equalisation".
