The development decree will not provide for any equalization mechanism for photovoltaic incentives. It was the Undersecretary for Economic Development, Stefano Saglia, who denied the possibility of resorting to a diversification of tariffs based on the average availability of sunlight. In an interview with AgiEnergia, Saglia explained that "equalization is a rule that we don't like because it makes no sense to incentivize plants that produce less".
