The resources that the Italian administration is able to spend do not include European funds. There has been some progress in recent months, but still too slow. According to what was reported today by Il Sole 24 Ore - which cites the latest quarterly monitoring on the subject - between July and September the certified expenditure was just 650 million in absolute terms: only 26,3% compared to the total programmes, in very slight increase from the 25,1% recorded at the end of the April-June quarter. The risk is that Europe will punish us with a cut that could even reach 1,5-2 billion. 

Compared to the national target for October 31, we are 1,6 percentage points below: 870 million of expenditure that must be certified in the remaining 27 days of October. In comparison with the EU target at the end of the year, however, we are down by a good 6,4 percentage points (3,47 billion). Currently, 35 out of 52 programs are below the targets.
