The solution on third installment of 19 billion euro of the Pnrr funds will arrive "shortly" said the Minister for European Affairs Raffaele Fitto during the briefing in Parliament on the state of implementation of the National recovery and resilience plan after weeks of controversy on the possibility of achieving the objectives and on Italy's ability to spend the money arriving from Brussels. The current state, Italy is in fact late both on past deadlines and on those that will expire soon and some projects have even been defined as "unfeasible".

“The first big issue was the achievement of 55 goals for the third installment of the Pnrr,” Fitto said. “The Meloni government found 25 goals achieved upon taking office, in the following months there was intense work on the other 30.comparison with the Commission".
"For the third installment, worth 19 billion, referring to the 55 objectives of the National Recovery and Resilience Plan assigned to Italy in the second half of 2022, we will continue with the sending of further documentation in a constant and proactive dialogue with the European Commission to achieve this objective which in the next few hours he will have to find a solution also because the month of extension is completed”, continued the minister.
Among the 27 Pnrr objectives to be achieved by 30 June 2023 “there are some objectives to be remodeled” – continued the minister, underlining that “interlocution with the EU is to maintain the objectives” and funding “guaranteeing their achievement by 2026”.
The entire program “must be reviewed constant to have the ability, by modifying some objectives along the way, to reach the final objective”, he added. Fitto mentioned among the objectives to be remodeled: "The construction of nursery schools and kindergartens, the experimentation of hydrogen in public transport and the Cinecittà project".
“The government wants to reach out the result of spending the entire Pnrr – explained the Minister for European Affairs again, adding that: “It is fundamental in this confrontation with the EU to find and correct the critical issues today and have the solutions tomorrow and therefore a rapid progress of the expenditure. THEThe government accepts President Mattarella's appeal with the awareness of wanting to implement it”.
Fitto then anticipated that "in May the Executive will present the six-monthly report on the pnrr which will contain a detailed photograph of the objectives and measures, a basis for building a dynamic comparison on the critical issues that exist".

“Criticisms have emerged in multiple circumstances that the government, having put its hand on governance, has taken responsibility for a delaying action which led to delays. The government has been very attentive to this happening”, said Fitto, adding that “This morning the process was completed, after the publication, the Prime Minister signed the Dpcm” which implements the decree. “There is not and there cannot be a critical point, because the implementation phase has not yet taken place”, she said.
The Minister for European Affairs also explained that "The report of the Court of Auditors of March 2023 refers to the period from the start of the program until 31 December 2022, in which difficulties emerge which find answers in the decree recently passed by the Parliament in which the government has tackled the issue of governance as a whole by linking it to the governance of the cohesion policy together with a series of rules on the simplification front".
