Tax: Imu in three installments and green light to the delegation, but no tax-cutting fund

Tax: Imu in three installments and green light to the delegation, but no tax-cutting fund

Imu in three installments, revision of cadastral income, transformation of IRES into IRI, environmental-saving taxes and simplification of the jungle of deductions and deductions. But no tax-cutting fund with the proceeds from the fight against tax evasion: the blanket is too short. These are the key points of the fiscal delegation launched yesterday late in the evening by the Council of Ministers. The reform was conceived on a revenue basis and therefore does not envisage any further increase in the tax burden. The goal is "to give greater certainty to the tax system, improve relations with taxpayers and continue to fight tax evasion", reads the press release from Palazzo Chigi. 

Let's see in detail what are the new arrivals: 

IMU IN THREE INSTALLMENTS

Accepting an amendment presented in Parliament, the Council of Ministers approved the division of the new IMU into three installments. The down payment (one third of the amount, calculated with the old deductions and base rates) will be paid on June 16, the second tranche (another 33%, calculated in the same way) will arrive on September 16, and the final part ( inclusive of the adjustment on the previous installments after the determination of the new rates) must be paid on 16 December. In the case of separated couples, the payment is the responsibility of the person living in the house, even if they are not the owner of the property. The deductions will be calculated only once for each household, even if the spouses "established their habitual residence and registered residence in different buildings". 

REVIEW OF CADASTRAL INCOME

The Government aims to bring "the individual cadastral income closer to the actual market values", but "the revision of the income will be accompanied, at the same time, by that of the rates, in order to keep the overall tax burden on buildings unchanged". The key figure for calculating income will no longer be the number of rooms into which the property is divided, but the number of square meters over which its surface extends. Other less objective criteria that will be taken into consideration are the quality of the home and the place where it stands.  

FROM IRES TO IRI

The corporate income tax will be replaced by the new corporate income tax. A single tax will have to be paid on the income produced by small businesses and self-employed workers, but from the tax base of the new tax it will be possible to deduct the sums withdrawn as remuneration, which will form part of personal income and therefore will fall under the sphere of Irpef. 

THE IRAP IS NOT TOUCHED

The Berlusconi government had foreseen the abolition of IRAP, but the Professor's team crossed out this proposal with a red pen. “The previous delegation – reads the text – contained the indication, in the medium-long term, of the abolition of IRAP. This indication, in addition to appearing contradictory with the need to restore public finances and with the financial rigor policy set by the current government, would open up a very serious problem of finding alternative revenues (IRAP revenue is of the order of 35 billion euros) and financing of the Regions (which are responsible for the tax)".

CARBON TAX FOR RENEWABLES

The proceeds produced by the new tax, which will involve a review of excise duties without increasing the overall taxation, will be destined "to finance the incentive system for renewables and interventions for environmental protection, in particular the diffusion of technologies with low of carbon".

AIR-TAXI TAX

The customers of the service themselves will pay this luxury tax. Passengers will have to shell out 100 euros for journeys of up to 1.500 km and 200 euros for longer ones.
