Fiscal and welfare reform: from Ania the solicitation for a rapid approval of the delegation to the government, to avoid triggering the safeguard clause, which provides for the linear cut of the exemption, exclusion and tax favor regimes. And the hope of Paolo Garonna, director of the association of insurance companies, heard in the Finance commission of Montecitorio on the delegation for tax and welfare reform - is that the launch will be reached "possibly well before next September 2012" and that " the rules governing contributions to supplementary pension schemes and supplementary health funds are also subject to revision". Because - added Garonna - “without a modern and advanced private insurance system it is not possible to delegate assistance. It is not a requirement of the category, but of the country-system”. And announcing that "compulsory insurance is being discussed" in relation to non-self-sufficiency, he argued that "insurance is not a tax, but a system for allocating savings"

There were also critical hints. Because if on the one hand for the director general of ANIA, the bill being examined by the Chamber "is undoubtedly among the indispensable tools for the structural reorganization process of our country", on the other hand however "it appears clear that the provisions of the draft enabling law for tax reform cannot by themselves determine that drive 'for growth'”. Garonna also recalled the "too high" taxation on companies in Italy which "is accompanied by the instability and uncertainty of the system due to the multiplicity of emergency interventions that are frequently carried out to broaden the tax base or bring forward the revenue". And he therefore hoped for "a 'regulatory adjustment' on low taxation levels to allow companies to relaunch competitiveness and plan their business strategies in a medium-long term perspective".

As far as the insurance industry is concerned, Garonna highlighted that the delegation could represent "a first step" towards "a new welfare system based on cooperation between the public and private sectors". He also asked to "review some fiscal policy decisions that penalize the sector". Positive judgment also comes from ANIA on the part of the bill that aims at reorganizing the assistance system. Finally for Ania, which also focused on the health sector, (not affected by the provision, ed) "only the development of a supplementary pillar in the health and welfare field can help fill the gap that is forming between needs and the resources available to satisfy them.
