Cleanliness, seating, comfort, safety: the Transport Authority has launched a consultation with operators to set minimum quality standards for passenger transport under public service obligation conditions, both nationally and locally

Railways: the Authority sets minimum standards

Improve punctuality, regularity, and management of service interruptions, seating offer, cleanliness, comfort, accessibility of vehicles and information, availability and usability of sales channels.

These are some of the objectives of the regulation act published by the Transport Authority (ART), which sets the minimum quality conditions for passenger transport services by rail having the characteristic of a public service obligation (PSO).

The regulation is now subject to public consultation. The interested parties will be able to submit their observations by 4 August 2017. As part of the consultation, the Authority has also convened a public hearing of the interested parties for 21 July 2017.

The Authority's act enriches the framework of the regulation of PSO services and is designed to improve the service both in terms of the quality provided and in terms of the perceived quality: issues of particular interest to the millions of commuters who use rail transport every day for study or work reasons.

The minimum quality conditions (QMQ) define the minimum obligations or services that the service manager must guarantee, suitable for achieving the satisfaction of the essential passenger mobility needs, under conditions of efficient use of public resources which are destined to compensate the public service obligations. These include: availability of transport services (and provision of seats); regularity and punctuality of the service; user information; commercial accessibility; relational aspects and attention to the customer; cleanliness and comfort of vehicles and infrastructures for the public; accessibility of vehicles and infrastructures to the public; travel and traveler safety, personal and property.
