Phase 3, from cinemas to summer camps: what reopens on June 15th

Another step towards returning to normal. From cinemas to summer camps, from discos to airports, June 15 can be considered another key date in the fight that the country is facing against the coronavirus pandemic. In fact, many businesses have already reopened their doors between mid-May and early June. Still others, however, have remained blocked, stopped for two months because they are considered "high risk". The constant decrease in infections makes it possible to start again, even if strict rules must be respected.

Here's what you can do from June 15th.

CINEMA AND THEATERS AND CONCERTS: CULTURE STARTS AGAIN

We can go back to watching a movie at the cinema, enjoying a theater show or a concert. From June 15, green light to shows open to the public held in closed spaces or in open spaces provided that the seats are spaced out and pre-assigned to all spectators. Numerical limits have also been set: 200 spectators at a time in closed spaces, a maximum of 1.000 in open ones. 

As far as concerts are concerned, there are specific rules for orchestras. “Orchestra teachers will have to maintain an interpersonal distance of at least 1 meter; for wind instruments, the minimum interpersonal distance will be 1,5 meters; for the conductor, the minimum distance with the first row of the orchestra must be 2 metres. These distances can only be reduced by resorting to physical barriers, even mobile ones, adequate to prevent contagion via droplets ". And again: for the brass there must be a "tray for collecting the condensation", the members of the choir must keep the distance (1 meter laterally and 2 meters for any rows).

DISCOS YES OR NO?

“Events involving gatherings in closed spaces or outdoors remain suspended”. Not only that, until June 14, "the activities that take place in dance halls and discos and similar places, outdoors or indoors, fairs and congresses" will also remain closed. This is the general rule, even if some Regions (Veneto, Emilia Romagna, Lazio, Tuscany and Puglia and so on) have decided to take a further step forward, also giving the green light to discos, each with their own rules. 

PLAY AREAS AND SUMMER CENTERS

There are strict rules for play areas and summer camps. In the former: 

access to the spaces must take place under the following conditions: by children and adolescents of age from 0 to 17 years, with the obligation to accompany by a parent or other responsible adult, where necessary”. 

Speaking instead of summer centres, the ratio between the number of operators present and children changes according to the age of the minor. From 0 to 5 years one operator every 5 children, from 6 to 11 one every 7, from 12 to 17 one every 10.

FESTIVALS AND FAIRS

Green light also for festivals and fairs. However, it will be necessary to avoid gatherings and respect the safety distance.

BETTING ROOMS

Finally, on June 15, betting rooms, game rooms and bingo halls reopen.

AIRPORTS

The ordinance that reopens 25 airports was signed by the Minister of Infrastructure and Transport, Paola De Micheli. The note from the Ministry reads that:

"In view of the numerous requests from airport managers, the geographical location of the airports able to serve catchment areas in a uniform manner throughout the territory and their infrastructural capacity, as well as the need to guarantee island connections, the operation of the services is limited to airports of Alghero, Ancona, Bari, Bergamo – Orio al Serio, Bologna, Brindisi, Cagliari, Catania, Florence – Peretola, Genoa, Lamezia Terme, Lampedusa, Milan Malpensa, Naples Capodichino, Olbia, Palermo, Pantelleria, Parma, Pescara, Pisa , Rome Ciampino, Rome Fiumicino, Turin, Venice Tessera and Verona Villafranca. General aviation activities are permitted at commercial airports not included in the list”.

Instead, the Linate airport in Milan remains closed. The provisions of the decree are in force until 14 July 2020.

EUROPEAN UNION: THE BORDERS REOPEN

Finally, the 15th is the day of the reopening of the European borders, even if to go back to moving as before we will have to wait a few more weeks. In the meantime, the restrictions on going to Germany, France, Belgium and Holland, the Czech Republic and Greece have disappeared. On Tuesday, Austria will reopen the borders from Italy, while those who want to go to Spain will have to wait until June 21st.
