F35: decision is the responsibility of the Government, no vetoes by Parliament

The government will have to decide on the modernization programs and consequently on the purchase of the F35 fighters. Parliament cannot veto operational decisions and technical provisions that fall within the constitutional responsibilities of the executive. The Supreme Defense Council communicated this in a note.

The Government will have to decide on the modernization programs of the Armed Forces and therefore also on thepurchase of F35 fighters. This was communicated today by the Supreme Defense Council, intervening after Parliament's yes to the majority motion which binds the purchase of fighters.

The note does not explicitly mention the F35 fighters, nor the recent parliamentary debate. However, the Supreme Defense Council explains that "progressive European integration, in coordination with the evolution of NATO and the creation of joint capabilities, are fundamental prerequisites for the preparation of forces capable of meeting the needs of security and safeguarding the peace. This is the perspective to be pursued, also in consideration of the limited resources available and the size, on the one hand, of the investments to be made for security and defense and, on the other, the seriousness of the needs to relaunch growth and 'occupation".

According to the Supreme Defense Council, "this vision complies with the spirit and provisions of Law 244, also as regards the need for information and possible review of the Defense Commissions on the programs for the modernization of the Armed Forces, it being understood that, within the framework of a relationship of trust which can only be based on the recognition of the respective distinct roles, this faculty of Parliament cannot be translated into a right of veto on operational decisions and technical measures which, by their nature, fall within the constitutional responsibilities of the Executive".
