There is agreement among the ministers on the fact that "in an emergency, the ESM - the European stability mechanism - will be able to make bridging loans to deal with situations of banking crisis". This was stated by the Eurogroup president Jereon Dijsselbloem, reporting on the points of consensus reached during the negotiations on the anti-crisis banking rules.
There will be a flurry of disbursements to countries bailed out by the ESM in the coming weeks. The dg Klaus Regling has indicated that Ireland will receive within 2 weeks 2,3 billion, Portugal 3,7 billion, Greece 1 billion if the assessments of the Troika on the implementation of the economic program are positive.
