In Germany, the wind may be less strong. The Federal Republic, leader in the use of renewable energies, is in fact willing to lend less and less state lungs to operate the wind turbines.

At least this is the intention of the main parties, the CDU and the SPD, which are negotiating the establishment of a joint plan to lighten targets and aid.

After the disappointments of industrial projects, the two parties have decided to reduce the German target for offshore wind to 6,5 gigawatts between now and 2020, against the 10 expected so far. A target, the latter, judged unrealistic.

The pending change is also a sign of Berlin's willingness to better control the expansion trajectories of renewable energies, which already account for a quarter of German electricity production. CDU and SPD have also decided to reduce subsidies for onshore wind power, without specifying the future guaranteed tariffs that producers will benefit from.

"We will develop renewables by achieving the objectives and reducing costs", the two parties say in a post-negotiated document. Positions and attitudes, however, are different. The CDU would like a development of green energies between now and 2020 between 35 and 40%, while the SPD of 40%. The differences become more marked for the objectives for 2030: Angela Merkel's party aims at 50-55%, the Social Democrats at 75%.

The reform on the financing of renewables should arrive between now and Easter.
