The Winter Package sets increasingly challenging EE objectives (30% by 2030) to be achieved through the reform of the directives on EE and energy performance in buildings;
Also in Italy the SEN 2017 introduces new EE objectives for 2030 (-9 Mtoe/year for 2030) but with less clear ideas on how to achieve them;
The sector, despite the regulatory dynamism, appears to be in difficulty: projects are down (-21% those that requested incentives - 2016 on 2014) and companies are in difficulty with declining turnover and EBITDA (respectively -6% and -13 % – 2015 out of 2014);
The sector is weighed down by the uncertainty linked to the incentives: the TEE mechanism is in crisis with the price of securities which has shot up to €350/TEE;
The causes: the drop in projects presented (-21% PPPMs presented – 2016 out of 2014) and the increase in rejected requests (43% of PPPMs presented in the last 18 months);
CESEF's recipe for the relaunch of the sector: the strengthening of the Tee mechanism, the centrality of the role of utilities in the market and the development of investments in EE by the PA;
It is necessary to guarantee the liquidity of the energy efficiency certificate market: the regulator must be able to balance increasingly ambitious objectives with the system's ability to generate projects;
The growth and structuring of the EE market cannot disregard the decisive entry of the utilities which enjoy, compared to the Escos, capital solidity and greater human and financial resources. Segmentation, innovation, reorganization and external development strategies for success;
The Public Administration represents a fertile but at the same time impervious terrain for EE operators. The PA toolbox provides the tools needed to overcome the regulatory and financial difficulties that limit EE interventions.
These are the analyzes and recipes that emerged during the IV annual Workshop of the EE Study Center CESEF chaired by Prof. Andrea Gilardoni of the Bocconi University and President of Agici. Theme of the workshop, which was held on Tuesday in Milan: “Energy efficiency: it can be successful! Emblematic cases and strategies for emerging in a difficult market”.
“The difficulties in the EE sector also arise from a lack of focus on the effective benefits that EE can generate for the country system – noted Andrea Gilardoni, President of CESEF. In fact, too often we focus on the costs of EE: the institutions, worried by the growing price of TEE, the end customers, who don't take investments into consideration if they don't have a very short payback. The costs, certainly growing, must be compared with the benefits. The EE represents a fundamental lever for the economic and industrial relaunch of the country, both from the point of view of economic savings capable of relaunching household consumption and the international competitiveness of products and services; both for the high technological skills of our industry which configure a concrete supply chain with room for expansion also abroad. But also in terms of impact on employment, reduction of emissions, energy independence of the country and much more”.
“The overall relaunch of the EE sector passes from overcoming the current situation of uncertainty on the market which blocks investments and the development of an industrial supply chain of EE – underlined Stefano Clerici, Director of CESEF. The sector needs a functioning incentive system capable of enhancing quality projects, possibly with Italian technologies; of more structured and competent operators, such as utilities, capable of activating a continuous pipeline of projects and attracting financial resources; of quality projects for the Public Administration, which can and must also play an exemplary role, as a stimulus for citizens".

On the occasion of the Workshop, the CESEF Energy Efficiency Awards 2017 were assigned to three Energy Efficiency interventions of particular importance on the national scene. The aim of the initiative is to enhance national best practices in the sector, with the hope of bringing the best projects and the most innovative strategies into the system, contributing to the development of the Energy Efficiency market.
