An extension of the help with bills for disadvantaged families, another on December 31st five percent VAT on gas administration and a mini "petrol bonus” from 80 euros. These are three of the measures that will become part of what has been renamed “Energy Decree”. The Government will discuss these measures today and then, it is intended, approve them during the first of the two councils of ministers scheduled for next week. Decisions which could therefore arrive as early as Monday afternoon with which the government aims to protect the purchasing power of families struggling with galloping inflation.
80 euro petrol bonus in the social card
With the aim of "supporting the purchasing power of less well-off families", the petrol bonus for the weaker groups, some will be included social card “Dedicated to you”, the prepaid payment card on which a "one-off" contribution of 382,50 euros is preloaded. For this reason they were allocated 100 million euros more, increasing the funds available from 500 to 600 million euros for 2023.
Fuel will therefore also be included in the basket of goods that can be purchased with the Dedicated to you social card and those who meet the requirements for the card, i.e. families with an ISEE of up to 15 thousand euros, will therefore also receive the petrol bonus.
In numbers, it should be a un direct contribution of 80 euros, loaded directly onto the card since October. Much less than the 150 euros per family hypothesized in recent weeks. In any case, an implementing decree will be needed to clarify the amount and audience.
Confirmed bill bonus and 5% VAT on gas until the end of the year
It will also be extended until December 31st the VAT cut to 5% on gas, the cost of which in the third quarter was 490 million euros. “In order to contain, for the fourth quarter of 2023, we read again in the draft provision, “the effects of price increases in the natural gas sector, the Area will keep the rates of the components at zero for the same quarter tariffs relating to general system charges for the gas sector", we read in a draft of the decree cited by AdnKronos.
Not only. "Arera also for the fourth quarter of 2023" will determine the social bonuses taking as reference the expected expenditure in the same quarter, under the protection regime, for each type of social bonus, in the same quarter, based on the reduction levels of the expected expenditure for electricity and gas", we read in another article of the draft Energy Decree". In other words, the bonus bills for electricity and gas intended for families in conditions of economic and physical hardship will also be confirmed for the last quarter of 2023.
Mortgages and sanctions
The decree also confirms the package of incentives on the purchase of the first home for 31 December young people under 36. The draft also provides for an allocation of 55 million euros to promptly pay for substitutes at school and a discount on sanctions for those who regularize violations relating to tax receipts, receipts or invoices committed between January 2022, 30 and June 2023, XNUMX.
