The new minister Roberto Cingolani has the task of making Italy take the path of a not easy environmental regeneration. Moving from the confusion and negativity accumulated in recent years to a concrete strategy that cuts down harmful emissions and rewards alternative energies. First of all, Parliament will have to resume its role for the benefit of democratic construction on all ecological options, putting its hand to the reforms requested by Brussels to receive Next Generation funds.

The government must not fail: without a review of the rules and authorization mechanisms, together with Regions and Municipalities, will not move much. So that even Cingolani's recognized abilities risk failure on the most difficult challenge. Of course, the new minister will have to be able to neutralize some residual anti-innovation ideas of the Cinquestelle. The industrial world will remember the previous Minister of the Environment more for his opposition to plants and infrastructures than for the bonuses for bikes and scooters.

The first to move these days with a recommendation to the government on things to do were solar PV business owners. They condensed the main initiatives to be structured quickly in order to recover historical gaps into seven points. “Solar photovoltaics – it is written in a letter signed by the President of Italia Solare, Paolo Rocco Viscontini – in recent years has recorded substantial technological innovations, such as to conquer the role of world leadership among all energy sources”.

Italy in Europe is a privileged country due to its geographical location from the point of view of solar energy. Too bad it wasted time for better define the rules: simplification of the authorization procedures, revision of the Fer1 decree in support of photovoltaic systems, extension of the 110% SuperBonus until 2024. These are the points on which Cingolani is called by the industrialists to confront, to show the true strength of changing register.

On the other hand, the realpolitik inaugurated by Draghi will have to ensure that Italians do not believe in miracles. The transition is a long journey and beyond 2026 as the deadline for Recovery spending, renewable and fossil energies will still be together for many years. In the meantime, we need to play the photovoltaic game. If Italy is at the bottom of the European ranking in terms of annual photovoltaic installations, it is because from the center to the periphery, from the opinions to the committees, to the judges, bans, appeals, oppositions to ready-made investments have accumulated. The true change of pace (if there will be) will be seen by overcoming these absurdities.

The most effective solution by next April remains the revision of the Pnrr. There is also a demand for sources. The government must consider that to place "plants on agricultural land there is no need for incentives, but only certain rules and access to the energy market": this is the invitation of the industrialists to review previous measures that have blocked important initiatives. On this front, it will also be necessary to show an overview of the use of land and the necessary surfaces. The sun expands everywhere, but the state must have rules to exploit its energy power. It will be important to abandon any tolerance towards those who oppose the new scenarios. The green crossing of the Draghi government is just beginning.
