Energy, here are all the extensions of the Milleproroghe

For photovoltaics, in the areas affected by natural disasters in 2012 and 2013, the deadline for entry into operation and therefore for benefiting from the incentives of the fifth Energy Bill has been postponed to 30 September. Postponement for gas distribution tenders, Sistri - Renewables: a decree is coming for non-photovoltaic ones to recover the incentives.

More time, in areas affected by natural disasters, to benefit from incentives for photovoltaic systems. The decree provides for it milleproroghe, whose conversion law was published on 1 March in the Official Gazette (attached below).

Photovoltaic and gas

It contains numerous energy regulations, ranging from the postponement of the deadline for the commissioning of photovoltaic plants in the areas affected by natural disasters in 2012-2013, to the extension of the deadlines for the first grouping of gas distribution tenders, passing through the updating of the reference periods for the obligations to subjects who introduce gas into the national network, the postponement of the seminar in the process for the national filing for the radioactive waste, the continuity of the operations of the Ippc commission on climate change and the deferment of the terms for the obligations relating to the power station booklet of civil thermal plants.

The law also provides for the postponement of some deadlines for the Sistri (the traceability system for toxic waste), the postponement of the current taxation on cogeneration, the deactivation of the increase in fuel excise duties envisaged by the Imu Decree and the postponement of the new taxation on agro-energy introduced by the Irpef Decree 66/2014.

Earthquakes and calamities

As regards photovoltaic systems, it is extended at 30 September 2015 the deadline within which the photovoltaic systems must enter into operation in order to be eligible for the incentives registered in the GSE register in such a position as to return to the fifth Energy account, and located in the areas affected by natural disasters in 2012 and 2013. These are Emilia Romagna, Veneto, Lombardy, Tuscany, Sardinia. The rule concerning renewables is article 3, paragraph 3bis.

Non-photovoltaic sources

For renewable sources non-photovoltaic, on the other hand, the government is working on a decree that will allow the recovery of the incentives that remained unused as of 28 February. In fact, the GSE has recently updated the "national meter": the share of incentives enjoyed is 5,769 billion out of 5,8 billion of total capacity. So there are approx 30 million to reach the ceiling set by law. On the table of Undersecretary for Development Giuseppe De Vincentiis is still in gestation draft decree which will have to establish how to allow the recovery of funds. The provision will affect the plants that use the green certificatesof tariffs all encompassing, auctions for wind farms, del Code 6. It is not yet certain that cogeneration plants fueled by a biomass. Expectations for the release of the decree are "in a short time", said the undersecretary, but the expectation of insiders is that it will still take about a month before the text sees the light.
