“The agreement reached is good and positive for both the Italian and French sides” – This is the opinion of the Undersecretary for Economic Development which sounds like a green light to the resumption of negotiations on the plan blocked in March by Tremonti.

Edison must be done quickly and the agreement reached by the Italian shareholders led by A2A and grouped in Delmi and Edf was positive for everyone. The company needs to face the new challenges in the sector at an international level and at this point even the issue of being Italian takes a back seat. This is the opinion of the Undersecretary for Economic Development with responsibility for Energy, Stefano Saglia, who reiterated what he had said in March: "The agreement reached by the managers from the point of view of the exchange of assets and the economic return both for A2A both for Edison it is good and positive, for the Italian part and for the French part”.

The plan had been blocked in March by the Minister of Economy, Giulio Tremonti, for fear that the second largest Italian electricity producer would end up in the hands of the French EDF. It was envisaged that Transalpina di Energia (a holding controlled 50% by Delmi and 50% by Edf), which holds 61,3% of Edison's capital and direct control of the majority of Edison's capital by Edf with the Italian shareholders in the minority. The agreement also provided for the unpacking of Edipower, 50% controlled by Edison and 20% by A2A, with the division of the plants among the various shareholders. According to the undersecretary, “Edison needs clarity and industrial plans. For this reason we are not prejudiced against this plan”.

Words that sound like a green light for the reorganization and the conclusion of the negotiations. Saglia believes that Tremonti "posed a real problem, that of an excessive presence of French companies in strategic Italian economic sectors, but this shouldn't concern the Edison issue in the sense that Edison is not owned by the French as of today, but has been that the French de facto have an equity control, which will also become a governance control. The most important thing is that Edison maintain its international projects because they are strategic and therefore can be absolutely coordinated with Italian foreign policy. This is the key thing."
