Enel launches energy efficiency operation in condominiums. It is a new turnkey service with which the electricity group presents itself to administrators and condominiums who want to exploit the ecobonus and sismabonus foreseen for energy saving and anti-seismic interventions on buildings. In practice, Enel – through its own division Enel X – advance the money and guarantees the execution of the works; the condominiums are relieved of paperwork and they only bear the portion of the expense that is not deductible from the tax return. The advantage for both is evident: Enel proposes itself as a privileged interlocutor in a huge and still substantially unexplored market; property owners no longer have to make significant investments up front to refurbish their properties and re-evaluate their value. The advantage for the State lies in the push towards the achievement of the European objectives for 2030 for which Italy is committed to reduce primary energy consumption by 43%. , precisely through the improved energy efficiency, as well as reaching a share of renewable sources equal to 30% of final consumption compared to the current 17%.
Very ambitious goals that are perhaps now becoming more achievable thanks to Budget Law 2018 approved by the Gentiloni government which introduced the mechanism of the transfer of the tax credit as a tool to make life easier for condominiums and to create a virtuous effect that gets modernization interventions off the ground, so difficult to start when it comes to getting several people to agree at the same time. The operation starts from afar and that is from when in 2016 Federico Testa, president of Enea, took place promoter of the proposal. It took a few years but the law was approved and, above all, the Revenue Agency has defined rules and procedures to access the credit assignment mechanism.
Ecobonus and sismabonus, the possible interventions with the transfer of credit
In the meantime, let us try to make the mechanism understood through a practical example. Let's assume that a condominium with 15 apartments wants to carry out an intervention to create a thermal coat on the building and to replace the old central heating boiler with a more modern, less polluting and energy-saving heat pump. Total expected expenditure: 450.000 euros, cost for the single apartment 30.000 euros. If the condominium moves independently, it will have to advance the entire sum and each condominium will then be able to recover 70% of the expense (21.000 euros) through the eco-bonus spread over a period of 10 years. Enel X's proposal, on the other hand, envisages that the group will take over the 21.000 euros of each condominium who will thus have to pay only the remaining 9.000. «We buy the entire tax credit from the condominium, which can range from 50% to 85% of the cost of the intervention depending on the type. The discount will be 5-6 percent, so the condominium will receive 92-93% of the entire credit», he explained Francesco Venturini, CEO of Enel X. The impact for the condominiums is therefore advantageous.
The new offer is based on the deductions provided for by the Budget Law - for example the 50% eco-bonus provided for windows and fixtures or 65% for heat pumps - but also combined with each other - for example an incentive from 80% to 85% for the improvement of the seismic class combined with the installation of the thermal coat (which alone would benefit from 75%). And it is aimed at condominiums with an increase of 8 apartments, i.e. those in which an administrator with whom to interface is a must.

“Energy efficiency – continued Francesco Venturini, in presenting the group's new move – is our business. Furthermore, we are strong taxpayers and therefore we have the fiscal capacity to recover, through the tax credit distributed over 10 years, the sums we advance. Finally, on this operation - unlike other operators or utilities that act exclusively from a financial point of view - we put our face to it: Enel X guarantees the quality of the works that will be carried out and that we will follow directly from the initial proposal to their conclusion". with a customized turnkey project.
To finance the requests that will arrive, Enel has made available €260 million in the 2019 budget and 400 condominiums have already left after a preparatory work that lasted several months. But, Venturini hinted, Enel's tax base allows the target to be raised if the market gives positive responses. “There are around 8 thousand Italian condominiums with more than 550.000 units and of these, 23% are in poor or poor conservation conditions, a situation that also includes social housing. If this is the potential catchment area for the energy efficiency operation, well positioned in central and northern Italy, the number of properties to be made seismic safe with 6,1 million buildings located in high-risk areas. Here the greatest feedback came from Central Italy, Sicily and Calabria.

"The redevelopment of buildings and urban centers passes through energy efficiency", adds Francesco Venturini who underlines the advantage not only in terms of reducing the energy bill but also in terms of revaluation of the property. Enel X's intention is to push for a wide range of interventions. "From home automation to the installation of photovoltaic panels with storage battery, produced by our partners in Emilia Romagna, we move in the round", concludes Venturini who also takes stock of the installation of electric charging columns: "We are proceeding at the pace of 2.500 columns installed per year. So it was in 2018 and we will keep the pace in 2019”.
