The availability of vaccines has not dropped and if the data on vaccinations and infections allow it, some reopening of activities cannot be excluded, perhaps in some Regions earlier than others, before the end of April 30, that is the date indicated by the last decree, which however left room for any changes in progress. Prime Minister Mario Draghi spoke at a press conference from Palazzo Chigi, returning to the most burning issues relating to the Covid emergency, after the EMA advised against the administration of AstraZeneca serum for people under the age of 60. “The real issue – Draghi said – is not for now the under 60s but the older and more fragile. They are the ones who run the concrete risk of death following the contraction of the virus and for them the AstraZeneca vaccine does not involve contraindications ".

The premier also reassured about the possible drop in supply, denounced in recent days by some regional presidents: "The availability of vaccines has not dropped – Draghi reiterated with confidence -, the administration is rising following the trend envisaged by the planning of the vaccination campaign. By April, all over 80s and many over 75s will be vaccinated in all regions. At that point it will certainly be possible to reopen the activities ”. However, the premier was unable to comment on the hypothetical reopening date, reminding the journalists present that everything, as has already been said several times, will depend on the trend of infections and above all on the vaccinations of the older and more fragile groups.

“I don't have a date, we're thinking about it – said Draghi -. The latest decree also says that if the trend of vaccinations and infections shows the possibility, it could reopen before April 30th. There is a lot of difference between the Regions, the Regions further ahead with vaccinations will presumably be able to reopen earlier than others, we will evaluate it ”. The decisive parameters for the decision, in addition to the progress of the vaccination plan, were explained by Professor Locatelli of the Scientific Technical Committee: "The weekly contagion must drop to 50 cases per 250.000 inhabitants, because this allows us to trace the virus, then we they are always the Rt index and the occupation of intensive care units, which has dropped significantly in recent days, a sign that the measures implemented are effective ”.

“It is normal to ask for openings – continued Draghi -, the best form of help is reopening, not support. I condemn the violence but totally understand the sense of desperation. We want to reopen safely, starting with the schools: my goal is give at least a full month of face-to-face school activities, at least to end the year in class. As far as tourism is concerned, Minister Garavaglia spoke of 2 June. I say hopefully, maybe even sooner. Certainly the tourist season should not be lost. The most affected are the cities of art, but we will be ready to welcome all tourists with a vaccination certificate. I also asked for a plan for the reopening of fairs and events, in Italy between May and November there are many, they should not be lost".
