The number one of the Eurotower thus implicitly replied to the president of Bank of Italy, Ignazio Visco, who last Friday had asked to review the rules on the bail-in as soon as possible.

Draghi then confirmed that in March the European Central Bank could launch new expansionary measures, also because the downside risks for the Eurozone's economic recovery have increased since the beginning of the year: "While the most recent wave of disinflation is mainly due to a renewed fall in oil prices, weaker-than-anticipated wage growth with falling inflation expectations require a careful analysis of the channels through which inflation surprises may affect future prices and wage setting” .

A factor of confidence from the Eurozone, according to Draghi, would come from the completion of the banking union in the face of several episodes of stress in the second half of 2015: but the provisions of the single supervisory and resolution mechanism also need to be implemented consistently.
