The Premier illustrates the content of the new Dpcm to the Chamber: limits on night and inter-regional travel, closures for shopping centers (on weekends) and museums, high school students at home - In the individual Regions, possible further restrictions depending on the level of risk

Dpcm, Conte: “Evening curfew. Limits between Regions”

Shopping centers will close their doors on weekends, with the exception of some businesses inside them (pharmacies, parapharmacies, grocery stores, newsagents and tobacconists). Incoming closures also for museums, exhibitions and corners used for betting or video games. On public transport, however, the capacity limit will be reduced to 50%. Movements to and from regions at high risk of contagion will only be possible for reasons of work, study, health or urgent necessity. Limits are also on the way for the movement of people in the later evening, subject to the same exceptions provided for interregional travel. Finally, secondary schools will be able to switch entirely to distance learning. These are the national measures coming with the new Dpcm. The Prime Minister, Giuseppe Conte, announced them, speaking in the Chamber on Monday afternoon.

NEW LOCAL RESTRICTIONS

But that is not all. The Premier also specified that further restrictive measures will be adopted at the local level. “Our strategy must necessarily be modulated on the basis of the different criticalities detected in the territories, graduating the severity of the measures in consideration of the higher circulation of the virus and the higher risk of health services holding up – explained Conte – On the basis of predefined scientific criteria and objective (drawn up by the Istituto Superiore di Sanità, by the Ministry of Health, by the State-Regions conference and by various university and research centres), it will therefore be necessary to introduce a differentiated regime based on the different regional scenarios". The measures will therefore be increased or decreased on a territorial basis depending on the evolution of the local health situation, intervening on several occasions with restrictions and easing.

REGIONS DIVIDED INTO 3 AREAS ACCORDING TO THE RISK

Furthermore, the next Dpcm “will identify three areas – continued the Premier – corresponding to as many risk scenarios, for each of which increasingly restrictive measures are envisaged. The inclusion of a Region in one of the three areas, with the consequent and automatic application of the measures envisaged for that specific range, will take place by order of the Minister of Health and will depend only on the risk coefficient reached by the Region as a result of the combination of different parameters, as certified by the official reports of the Istituto Superiore della Sanità. Always with an order from the Minister of Health it will be possible to leave one area and enter another if a Region registers coefficients compatible with the passage of the band ".
