Final green light from the Chamber to the decree law on Development, containing further measures for the growth of the country, including the Digital Agenda. The long-awaited provision, which was feared to be set aside due to the imminent resignation of Prime Minister Monti and on which confidence was voted yesterday, was approved with 261 votes in favour, 55 against and 131 abstentions.

Here is a summary of the main changes introduced by the law:

– ELECTRONIC BUS TICKET: the ticket for public transport can also be paid with mobile phones using telephone credit. 

– UNIFIED DIGITAL DOCUMENT: identity card and health card are merged into a single electronic card. Citizens will also be able to indicate a certified email address to communicate with the public administration

– ELECTRONIC HEALTH FILE AND RECIPE: Patient histories will be collected in a single electronic file. Even the medical record will become digital. Goodbye to the red slip: prescriptions and medical prescriptions will only be electronic and valid nationwide. 

– CONCESSION FOR BEACHES: The concessions expiring in 2015 are extended by 5 years, until 2020, despite the contrary opinion of the government and the EU.

– ATM SINCE 2014: From 2014 January XNUMX, merchants and professionals are required to accept electronic payments. 

– CAR TPL: The insurance contract cannot be stipulated for more than one year and cannot be tacitly renewed. An anti-fraud center is created at IVASS. 

– GENERIC OBLIGATION NEXT TO BRAND DRUG: The active ingredient of the drugs must always be indicated in the recipe, even when the doctor chooses to prescribe a brand name. 

– ONLINE BOOK: The introduction, originally envisaged starting from the 2013-2014 school year, was postponed to 2014-2015.

– REFORM OF POPULAR BANKS: The per capita vote is maintained as a principle of economic democracy. The share ownership limit for individuals has been extended from 0,5% to 1% of the bank's share capital.

– FOUNDATIONS-CDP: The balance that the Foundations will have to pay to the Treasury for the conversion of the CDP preferred shares into ordinary shares will take place in installments and with a dilution of their shareholding from 30% to 20%. From the descent of the Foundations, the Treasury will collect 750 million euros.

– RESET DIGITAL DIVIDE: in 2013, 150 million euros were allocated for the completion of the national broadband plan and for bringing fast internet throughout the national territory. 

– DEDUCTIONS FOR INVESTMENTS IN START UP: the deduction for 2013, 2014 and 2015 is equal to 19% of the amount invested. 

– IRES-IRAP TAX CREDIT FOR INFRASTRUCTURE: The rule serves to encourage the construction of new infrastructures deemed strategic, for an amount exceeding 500 million. The discount reaches a maximum of 50%.
