Strengthen policies on hydrogeological instability, says the government agreement between Pd and Cinquestelle. And if they are not abstract concepts, it means that already in the next budget law it will be necessary to allocate resources in order not to witness other disasters. A serious programmatic point, deeply felt by the territories and on which the Regions will make themselves heard. In the meantime, the reconfirmed Environment Minister Sergio Costa has signed the implementing decree which transfers 315 million euros of the previous government's Extract Plan to the Regions: 263 interventions, classified as "urgent and cannot be postponed" which in these hours receive the appreciation of the governors. On the other hand, Conte spoke in Parliament of urban regeneration, of structural interventions in the context of that green new deal, which is actually still smoky. 

I am very satisfied with the release of the funds, he said instead Stefano Bonaccini, President of Emilia Romagna. He is satisfied with the funds released because, he says, quality territorial protection policies can be implemented quickly. The Minister of the Environment, Sergio Costa, effectively signed the provision after the approval of the list of interventions eligible for funding, which took place in July. The package of financing on paper allows the Regions to start work when winter is almost upon us and guarantee levels of safety in areas highly at risk. The central bureaucracy to distribute the funds?

There has been an improvement, explains Costa, which has made it possible to considerably speed up the administrative procedure. The territories - it was said in the State-Regions Conference - are ready. Also because they don't forget that over 90% of the Municipalities are in critical areas and 7 million citizens are at the mercy of natural disasters. In the middle there are also climate change and the government's will to make it less harmful. Thus we have, on the one hand, the Democratic Party and the Cinquestelle who have undertaken to make a profound change in the formation of the government, and on the other, it is not clear where the money will be found to do everything we have heard. 

The point of the next Budget law returns: where will they get the money? Again Bonaccini spoke for his Region. We hope – he said – that the new Government will guarantee full economic coverage to our regional plan, also by activating loans with the European Investment Bank. Any response is evidently premature, although it is necessary to hurry. And as the President of Emilia awaits even more concrete signals, there is no doubt that the other Regions will not be indifferent to the decisions of Conte 2 either. Perhaps also in relation to its duration, which is not always estimated to be long.

Conte insisted on the green new deal as a paradigm of a long-term strategy, but no one has yet perceived its true contents. If it is not just announced, it will have to be built first of all with public investments and then through synergies and collaboration with businesses and trade unions and local authorities. “Socially responsible practices”, as the Prime Minister says, which can say everything and the opposite of everything, as long as Italy stands and does not crumble with rains and floods.
