Digital Magics presents the White Paper for startups: an eight-point proposal to the Italian Government to give new vigor to the innovation system in Italy and to promote targeted political action in favor of digital startups and their potential. The Digital Magics White Paper intends to mark the starting point for a broader reflection, which involves all the protagonists of the Italian digital supply chain, leaving room for new ideas, observations from all operators who want to share the same vision and the same ambition.

1) TAX RELEASES FOR STARTUPS

Review of the Irpef tax credit from 19% up to 30-40% for investments in innovative startups, also applying the provisions of the Anglo-Saxon model in Italy. Tax relief for corporate income tax (IRES) subjects, extending the deductibility to 30%.

2) STARTUP: OPEN INNOVATION VEHICLE FOR SMEs

Introduction of tax breaks for SMEs for Open Innovation activities (purchase of products/services from innovative startups for internal company innovation) and removal of administrative expense obligations from new startups.

3) ENHANCE CROWDFUNDING

Revision of the Consob regulation on equity crowdfunding for:

  • revise upwards the thresholds for non-application of obligations relating to the MiFID Directive;
  • remove the 5% subscription constraint by banks;
  • provision of a single MiFID profiling module.

4) UCIT INVESTMENTS IN INNOVATION

Removal of regulatory limits and provision of incentives for collective investment undertakings (UCIs) for asset management companies (SGR) in direct or indirect investments in startups.

5) THE SAVINGS INDUSTRY AND STARTUPS

Creation of open-ended funds to guarantee the collection, through investments, of at least 1 billion euros deriving from the savings industry towards startups.

6) SEED CAPITAL MATCHING FUND

Creation of a matching Fund with Cassa Depositi e Prestiti, involving Italian industrial players, institutional investors and qualified investors who co-invest with the Fund in the seed phase (up to 1 million Euro), with the possibility of carrying out subsequent operations up to 1,5 .XNUMX million euros.

7) ACCELERATE THE INTERNATIONALIZATION OF ITALIAN STARTUPS

Creation of an Italian Founders Institute, with international experts, for the active promotion of Made in Italy through acceleration programs, and application of facilitations for the repatriation of qualified personnel from abroad, guaranteeing benefits for both workers and companies.

8) REGIONAL FUNDING

Harmonization of the rules of engagement of regional funds in order to guarantee a systemic and national approach to matching loans and the simplified possibility of accessing them.
