The law decree for urgent interventions in favor of the populations affected by the earthquake also blocks companies that have not suffered damage. This is the alarm coming from Confindustria Modena, which from its website is asking for rapid changes to the law. Yesterday, President Napolitano spoke of a balanced solution and some obstacles have been overcome, but apparently not all. "The objective of maximum security, which is an absolute priority, is not called into question - argues the president Pietro Ferrari - but there is still too strong and generalized rigidity at the point where the decree seeks to combine security with the need to give new life to businesses.

In particular, Article 3 needs to be changed. As it stands, it effectively prevents the recovery of activity even for companies that have not suffered damage and whose warehouses have been checked by technicians after having withstood the strongest shocks. Experts and technicians tell us that in certain situations, making factories safe and resuming production can go hand in hand. Let's make a further effort, and here I am expressly addressing the Region and the Government, to allow our entrepreneurial system to survive".

Meanwhile, sport is also dealing with earthquake damage. Many basketball, volleyball or soccer teams from the lower Modena area will probably have to give up their championships. This is the case, for example, of the Cavezzo women's basketball team, which plays in Serie B. The sports hall and gym where the basketball players trained are unusable and so the girls are out and about. In this context, many sponsors have turned off the taps, while expenses continue to run. It is therefore very probable that Basket Cavezzo will not sign up for the next championship.

“At the end of the month, if no other solutions are found – replies Giancarlo Trampellini, manager of the basketball club – we will study the terms with which to allow our players to go on loan for one or two years to other teams. And like us, unfortunately the basketball teams of Finale Emilia, Medolla and Mirandola, the multi-sports club Cavezzo football and volleyball are not doing too well". There are around thirty sports facilities declared unusable in the affected areas and sport too pays its due to this calamity. In the tragic situation, on the other hand, there are priorities to be respected: around 80 facilities have in fact been destined to welcome displaced persons, to tent cities or have been used as warehouses.

Ferrari's criticisms are shared by the President of Confindustria Ceramica Franco Manfredini, according to whom the current formulation of article 3 "does not take into account the different situations in which industrial buildings can be found and envisages a possible prolonged shutdown of activities in the Municipalities perimeter. A worrying situation for ceramic companies, which sell 75% on increasingly competitive foreign markets. It is necessary that in the conversion phase of the decree, whose rapid parliamentary scheduling is essential, useful changes are made to combine safety and production activities"
